  7. Follow-Up Actions Program 1.1.B: City Owned Sites (Sunset Center North & South lots, Vista Lobos). Identified as potential housing sites in early 2023 Four public community meetings with the Housing Ad Hoc Committee and three meetings with the City Council Sites included in the draft Housing Element reviewed by the City Council on August 1, 2023 Housing Element is a policy document developed through a public process and adopted by the City Council (it cannot be revised or amended by staff) HCD requires specific and measurable actions to further housing element programs (e.g. necessary steps for entitlement and issuance of building permits) Obtaining a certified housing element that complies with State law preserves local control over permitting CITY OF CARMEL-BY-THE-SEA 7

  8. Follow-Up Actions Program 1.1.B: City Owned Sites (Sunset Center North & South lots, Vista Lobos). All public property is subject to the Surplus Land Act. All local agencies are required to comply with the Surplus Land Act when disposing of public property. There has been no discussion or commitment to sell any city-owned property. There is no commitment to declare city-owned property as surplus. The Surplus Land Act does not require that public property be offered at below market rates. The terms of any lease agreement for city-owned property are reviewed and approved by the City Council. HCD requires compliance with all State laws, including the Surplus Land Act, if applicable.   9. Follow-Up Actions Program 1.1.B: City Owned Sites (Sunset Center North & South lots, Vista Lobos). Public parking will not be eliminated. Request for Proposals (RFP) will be developed through the public process. Target dates for RFP are estimates only. Aggressive timeline ensures alternative actions can be taken if progress is not achieved in 4 years (mid-cycle). Program 3.1.A: Mixed-Use Affordable Housing. Identified specific regional affordable housing organizations. Program 3.1.F: Expedited Processing Procedures. Provided alternatives to story poles. Program 3.1.G: Establish Minimum Densities. Added a ministerial approval process; restrict the development of single-family residential uses in the commercial and multi-family districts.
