CAP Implementation Progress in Mali-Meteo and Fast-Tracking in Africa

The Common Alerting Protocol (CAP) implementation in Mali-Meteo by Ismahila Koumare has been significant, with successful alert issuance since 2021. Collaboration with WMO and efforts to fast-track CAP implementation in five African countries show progress and challenges. Mali-Meteo has used cloud-based editors for alert publication, benefiting from training sessions. The implementation status and completion percentages of CAP arrangements between WMO and Mali-Meteo for various countries are outlined.

  2. Outline Background ; Current CAP Implementation ; Implementing arrangement CAP between WMO and MALI-METEO fast-tracking in Africa in which five (5) countries namely, Benin, Cameroon, Congo-Brazzaville, Guinea Conakry and Togo ; Opportunities & Challenges ; Recommadation.

  3. Background Common Alerting Protocol (CAP) was first implemented at Mali Meteorological Agency (MALI-METEO) in 2021; The first CAP alert issued by MALI-METEO was on 15thSeptember 2021; MALI-METEO, stilled use the default CAP system , which has already been configured for all countries ; MALI-METEO used the windows computer and Smartphone to publish an alert via Operating procedures standards (SOP) CAP Format.

  4. Current CAP Implementation MALI-METEO beneficed the help of M.Eliot Christian, Samuel Muchemi and Dr Issa LELE to implement the CAP in Mali ; MALI-METEO were trained on how to compose and publish CAP alerts on a cloud-based CAP editor ; MALI-METEO has been successfully using cloud- based CAP editor to issue alerts since 2021 until now.

  8. Opportunities & Challenges Opportunities: The CAP Tool is easy to use ; Capacity building of CAP team. Challenges: Network connectivity poor in some countries ; Dificult to work on local server with cloud-based CAP editor.

  9. Recommadation To encourage the Met services to publish CAP alert in the Register of Alerting Authorities ; To improve the collaboration with local Telecommunications Companies that can be help for share the weather information to the people.
