Advancements in satellite and communication technologies have paved the way for the establishment of the Future VHF Sub-Group (FVSG) under the Project Team Terrestrial (PT-T) of the Data Communications Infrastructure Working Group (DCIWG). The objective of FVSG is to develop provisions supporting global/regional adoptions of future aeronautical communication technologies operating in the VHF frequency band. By providing necessary technical inputs and materials, FVSG aims to facilitate the implementation of new aeronautical VHF communication technologies.

Establishment of ICAO Future VHF Sub-Group (FVSG) Background Advancements in satellite and communications technologies enabled improvements and enhancements to existing aeronautical air-ground communications Constraints Aeronautical Spectrum faces increasing competition and co-existence demands -> promising solutions involve re-use of existing aeronautical spectrum New air-ground communications technologies more likely to have industry support and regional/global adoption if solutions involve minimal/no change to existing aircraft equipage and installation Establishment of FVSG Emerging communications technologies, such as space-based VHF and Advanced VHF datalink, are regularly presented at ICAO Data Communications Infrastructure Working Group (DCIWG) meetings in recent years DCIWG, in Oct 2020, approved the setup of a new FVSG to study deeper into these future VHF technologies, to facilitate global/regional adoption and to ensure interoperability with existing CNS infrastructures FVSG will report to Project Team T (PT-T) of the DCIWG. 3

Establishment of ICAO Future VHF Sub-Group (FVSG) Objective Aims to develop ICAO provisions which are necessary to support global/regional adoptions of future aeronautical communication technologies operating in VHF frequency band Scopes Review and, as necessary, develop Proposals for Amendment (PfA) and Change Proposals (CPs) to ICAO provisions, such as Annex 10, as related to future aeronautical communication technologies to be operated in the VHF frequency band Provide required SARPs validation reports and in developing any necessary ICAO guidance materials In reference to ITU WRC-2023 Agenda Item 1.7, the FVSG will also provide necessary technical inputs and materials supporting the works of ICAO DCIWG and ICAO FSMP Assist future ICAO activities in support of the implementation of the new aeronautical VHF communication technologies 4
