CDBG-DR Proposed Action Plan 2020-2021 Disaster Events October 24, 2023
Purpose of the Public Meeting The U.S. Department of Housing and Urban Development (HUD) has allocated $84,980,000 in Community Development Block Grant Disaster Recovery (CDBG-DR) funds for qualifying 2020 and 2021 disasters. The public meeting will provide the public an opportunity to: Learn and ask questions about the goals of the CDBG-DR funding Understand the proposed programs and budget amounts Provide comments regarding the Draft Public Action Plan and proposed programs
Grant Program Breakdown For FEMA disasters 4476, 4541, and 4609 MID Areas: At least 80% of funds must be used in the HUD most impacted and distressed (MID) areas. Mitigation Set-Aside: additional amount of 15% for mitigation activities that increase resilience to disasters and reduce long- term risk National Objective: at least 70% of the funds must be spent on activities benefiting LMI residents and areas Grant Duration: TNECD has 6 years to expend the funds from when HUD signs its grant agreement with the state

National Objective All CDBG-DR funded activities, except administration and planning, must meet one of three National Objectives Benefit to persons or households of low and moderate income (LMI) Elimination of slum and blight Meeting an urgent need or imminent threat 70% of all CDBG-DR funds must be used to benefit LMI populations LMI is defined as persons within a household where the total household income is at or below 80% of the area median income (AMI) for the household size. AMI is typically established at the county or metro level

Activity Development and Selection TNECD will work with each MID county, and the respective local governments, organizations, and other stakeholders to development eligible activities. This will be a collaborative process, not an open application round. TNECD does not intend currently to fund buyout activities or other activities that result in the unwanted displacement of individuals.
Action Plan Amendments As more information is compiled, needs will change over the course of the grant. This means the Action Plan will be amended occasionally. Substantial amendment A change in program benefit or eligibility criteria The addition or deletion of an activity A proposed reduction in the overall benefit requirement The allocation or reallocation of which constitutes a change of 25% or greater of a program budget Substantial amendments will require a 30-day public comment period
