Knox Endoscopy, dedicated to pediatric endoscopy, faces a growing caseload demanding additional capacity. Existing facilities are at optimal utilization levels, prompting the proposal of a cost-effective Ambulatory Surgical Treatment Center (ASTC). The proposed ASTC is expected to be a more efficient and less costly setting than hospitals, catering to a large TennCare pediatric patient base with a high TennCare payor mix. The comparison of average charges between Knox Endoscopy and area hospitals further supports the need for the proposed ASTC to better serve the region's pediatric gastroenterology needs.

  2. Knox Endoscopy Surgery Center Knox Endoscopy Surgery Center A single specialty ASTC limited to pediatric endoscopy. 4 procedure rooms and 0 operating rooms. Knox Endoscopy and GI for Kids, PLLC ( GIFK ) are owned by Dr. Youhanna Al-Tawil, M.D. GIFK is the largest pediatric Gastroenterology physician group in the region. GIFK provides care and services to a large TennCare pediatric patient base. Dedicated ASTC needed to better and more efficiently serve GIFK patients.

GIFKs growing caseload requires additional GIFK s growing caseload requires additional Endo Room capacity Endo Room capacity GIFK is the highest-volume pediatric gastroenterology group in the region. Average annual growth rate in endo procedures in 2021-2023 was 24.6%. Over 6,600 procedures in 2023 projecting over 8,000 in 2024 -- puts extreme stress on capacity of hospital endo rooms.

  6. High TennCare Payor Mix Reflects High TennCare Payor Mix Reflects Large TennCare Children Patient Base Large TennCare Children Patient Base GIFK currently has, and the proposed ASTC will have, a very high TennCare mix.

  7. Quality Standards Quality Standards All physicians performing procedures will be board certified or board eligible pediatric gastroenterologists. Dr. Al-Tawil has treated pediatric patients for in the area for 20+ years and has performed thousands of pediatric endoscopy procedures. The ASTC will be licensed by HFC BLHCF. The ASTC will be accredited by the Accreditation Association for Ambulatory Health Care.

Existing Endo ASTCs are at or near capacity and not designed, intended, or specialized for all pediatric cases.
