  2. Session 8: Government Services Reforms within the Public Service The Vanuatu Public Service Commission is currently undertaking upon an innovative program of reforms. The raft of reforms have the clear focus of improved services delivery: A more robust legislative framework New clearly defined procedures in the Public Service Staff Manual More rigorous processes for performance management of Public Servants to both recognise & reward high performance but also to deal more effectively with under-performance. Guidelines for Public Service processes effectiveness & efficiency Policy development to underpin effective decentralisation of services

Session 8: Government Services Reforms within the Public Service Our vision for the Public Service is hat it becomes a People Driven organisation seeking to provide the people it serves with appropriate and timely services whilst making the institution of the Public Service a modern, attractive work environment. It is my personal intention as Chairman to have a Public Service that is the employer of first choice not last choice.

  4. Session 8: Government Services Reforms within the Public Service LEGISLATIVE REFORM The Public Service Act was last reviewed in 2022. A revised Bill will go to Parliament for consideration in April 2024. This Bill is aligned to the newly revised Public Service Staff Manual and for the first time will give teeth and rigor to PSC process such as: Disciplinary issues Performance Reviews of DGs and Directors Under performance Inclusion Very strong links to Provincial Governments through empowering Secretary Generals.

Session 8: Government Services Reforms within the Public Service THE PUBLIC SERVICE STAFF MANUAL (PSSM) The PSSM has been collaboratively reviewed through a broad consultative process from DGs to cleaners in order to capture procedures and processes that are rigorous yet fair. An entirely new Chapter Chapter 10 has been added on Performance Management. This Chapter is backed up by the revised Public Service Act. Poor performance cannot be tolerated but high performance needs to be recognised. Decentralisation of services to support Secretary Generals and their Area Councils is our priority.

Session 8: Government Services Reforms within the Public Service DEVELOPMENT & RELEASE OF NEW PSC GUIDELINES Further operational detail is being provided by the development of new Guidelines for a well-governed and organisationally just Public Service Commission delivering effective and timely services to all provinces - a Fit for Purpose Public Service: Restructure Guidelines Orientation, On-Boarding & Induction Guidelines HRD Plan Guidelines linked to Skills Gaps/Needs & competencies Interview Guidelines Performance Review Guidelines

Session 8: Government Services Reforms within the Public Service POLICY DEVELOPMENT & DELIVERY Currently, there is no Decentralisation Policy and scant reference in our nation s guiding policy - the National Sustainable Development Plan (NSDP). Yet 74.6% of Ni-Vanuatu live in the provinces with rising expectations for better service delivery. Consequently, the Public Service Commission has endorsed a 12 month trial of a Strategy utilising existing staffing resources in the Engine Room of our economy the mighty 4 provinces of the north TORBA, SANMA, PENAMA & MALAMPA the NISCOL provinces. The beneficial outcomes of the trial Phase 1 - will then be replicated for SHEFA & TAFEA toktok nomoa.

  8. Session 8: Government Services Reforms within the Public Service Totok Nomoa! In the ethos of no more talk let s see action, our Hon Prime Minister Charlot Salwai Tabimasmas presided over the announcement of a new Prime Minister s & PSC Complex in Luganville on 1st March 2024. PSC staff located in this complex will drive service delivery, Public Private Partnership reforms and entrepreneurial support in agriculture, livestock, fisheries, Co-operatives, Immigration, Customs and Civil Registration. Passports, registration with Labour Mobility Programs, technical support will be devolved. Our new PSC Web Site will provide inclusive access to information so that no- one is left behind.
