The State Level Bankers Committee (SLBC) meeting for the quarter ended March 2022 was held at the State Bank of India Administrative Office in Shillong. SLBC -MEGHALAYA AGENDA OF MEGHALAYA SLBC MEETING FOR THE QUARTER ENDED MARCH 2022 Adoption of minutes: The minutes of the State Level Bankers Committee (SLBC) meeting held on 06.04.2022 for the Quarter ending December 2021 was circulated to all the members. Since no request for amendment has been received, the house is requested to adopt the said minutes. Agenda 1 Action Taken Report of SLBC Meeting for the Quarter ending December 2021 held on 06.04.2022 The Action points emerged out of SLBC meeting for December 2021 held on 06.04.2022 is mentioned below Sl No Particulars be taken Action to Compliance Remarks/ ATR by Banking services is badly affected in single man branch operating in rural areas. The Chief Secretary advised the Banks particularly Meghalaya Rural Bank to increase man branches Banks assured to place more manpower in one man branches. Some of the banks have put up the proposals to their controllers for better employees across branches All Banks & MRB 1 power in those deployment

SLBC -MEGHALAYA Agenda 1 Action Taken Report of SLBC Meeting dated 06.04.2022 for the Quarter ending December 2021 Action to be taken by Sl No. Particulars Compliance Remarks/ ATR Banks to ensure that banking outlets is available within 5 Kilometers distance for financial inclusion and credit linkage in villages. MCAB and ICICI bank to cover with banking remaining uncover Jandhan darshak App. Chief Secretary advised the Banks and Government departments to ensure that all villages are covered with banking outlets MCAB Integrated Societies (IVCS) to provide banking services in villages within 5 Km distance. The remaining uncover villages will be cover with IVCS. As on 31.03.2022, 98% of the 6357 villages with less population is covered with banking outlets. is under Village tied-up Co-operative with All Banks and Finance departme nt outlets villages the 2 under than 2000

  4. SLBC -MEGHALAYA Sl No. Action to be taken by Particulars Compliance Remarks/ ATR and MSRLS coordination on BC and Micro ATM deployment in rural villages. There are 600 Micro ATM deployed by MRB through BCs in collaboration with MSRLS and Common Service Centre (CSC). MRB has deployed 5 BCs operating in Rongara Block at present. Meghalaya Rural Bank and MSRLS for coordination on bank Sakhi/ BC deployment. MRB is requested to ensure that BCs points Rongara block are not operating from Baghmara or any other outside Rongara Block. MRB are in close close MRB MSRLS and 3 meant for locations

  5. SLBC -MEGHALAYA Sl No. Particulars Action to be taken by Compliance Remarks/ ATR The following banks to ensure new branch opening and ATM installation is happening within stipulated time. The name of allotted Banks for branch opening are CANARA Bank, MCAB, AXIS Bank, MRB and PNB. Canara bank-The survey for branch opening at Gasuapara was conducted on 06.03.2022 and founded as not feasible at present. However, Canara bank assured to deploy BC in Gasuapara. ATM installed by Canara bank at Sohiong is shifted to Shillong because of low footfall. CANARA Bank, MCAB, AXIS Bank, MRB, PNB and BANK of BARODA 4 BoB have installed one ATM at Mawjrong village during March quarter 2022. installation at ATM MAWJRONG by BANK of BARODA and at SOHIONG by CANARA BANK Branch opening by MCAB at Purakhasia is pending as no premises is available.

SLBC -MEGHALAYA Sl No. Action to be taken by All Banks Particulars Compliance Remarks/ ATR The detail & transactions of PMJDY accounts is requested from banks, who in turn have requested their Head Office/ Controllers to share the details for submission to the Government. Banks are requested to submit the details of PMJDY account holders who have availed/ access to credit/ loans from Banks, number of PMJDY account holders who have done transactions using debit/ Rupay cards, No of debit/ rupay Cards that are yet to be issued and activated. 5

SLBC -MEGHALAYA Sl No. Particulars Action to be taken by Compliance Remarks/ ATR The pending branch opening at Demdema, Pura Khasia and Ranikor by MCAB is requested to complete by May 2022 In the DCC meeting held on 26.10.2021 in Mawkyrwat, the branch opening by MCAB at Ranikor was taken up and decided to keep on abeyance in view of poor internet connectivity. Branch opening by MCAB at Purakhasia is pending as no premises is available. MCAB is under consideration to open a branch at Demdema. MCAB 6 MCAB and BSNL is requested to resolve the issues for branch opening at Ranikor MCAB BSNL and connectivity

SLBC -MEGHALAYA Action to be taken by PNB and Finance Department, Government of Meghalaya Sl No. Particulars Compliance Remarks/ ATR Tendering process premises at Bagmara and Mawkyrwat was floated by PNB for more than three times without getting any offer, the latest tender was floated on 08.04.2022. It has been decided to resolve the issues of branch premises faced by PNB branches at Resubelpara Baghmara with the help of Finance department, Government Meghalaya. for new Resubelpara, branch Ampati, to open Ampati, and 7 The Director of Institutional Finance, Govt of Meghalaya had requested respective DC vide letter No.FIF14./2017/52 29.04.2022 to assist PNB in identifying new branch premises. In the meantime, PNB have deployed BCs in Khliehriat and Mendipathar covering 19 villages during March 2022 quarter. of dated

SLBC -MEGHALAYA Sl No. Action to be taken by Particulars Compliance Remarks/ ATR The Chief Secretary requested the banks to consider for better and uniform remuneration to all BC and directed the Finance department under Mr R.Chaturi, IAS & Joint Secretary Finance to sort out the BC issues in the meeting. Banks assured to examine the proposals to remuneration. The issue was discussed in Committee meeting held on 24.05.2022 in SBI Conference hall, Dhankheti, Shillong. Banks and Finance Department , Govt of Meghalaya improve BC 8 SLBC Sub Sub-Committee To improve debit Card activation and payment through RBI UPI123pay - Banks are requested to hand over the debit cards in the melas to be conducted. Banks assured to step up debit cards delivery during melas and campaigns besides ATM Card delivery at the branches. All Banks 9

SIB had adopted pre-approved loan process and empaneled advocates, valuer and gold loan appraiser to accelerate lending process. Reminder letter have been circulated to KMB to extend bank finance in the State.   13. SLBC -MEGHALAYA Action to be taken by All Banks Sl No. Particulars Compliance Remarks/ ATR Banks have assured to extend more loans to Self Help Groups. In the meeting held on 12.04.2022 Banks also agreed to focus on SB linkage to remaining SHGs across the State. Shri R. Chaturi, IAS and CEO MSRLS called upon the banks to bank-link all the remaining SHGs with SB account in FY 2022-23 and to credit link all the eligible SHGs Shri P Gangte, GM (OIC) RBI requested the RSETI and the sponsored banks to increase the number programs and to step up the credit linkage of trainees. He also advised directors to give publicity the RSETI programs with contact details 13 RSET Directors The matter was taken up in the District Level RSETI advisory Committee meeting for FY 2022-23 under the chairmanship of the DC/ RM of sponsored Banks. The same is put up for approval to National Centre for Excellence of RSETI (NACER). Publicity for training programs are being published through local media and District Level NRLM in coordination with bank Branch Managers. 14 of training the RSETI

SLBC -MEGHALAYA Sl No. Particulars Action to be taken by Compliance Remarks/ ATR 15 IPPB with the highest number of BCs which are either in-active or having Nil transactions have to address the issue. IPPB IPPB BC are operating bank accounts only through Adhaar authentication under AEPS, and assured to conduct transactions in adhaar seeded accounts. Low penetration of Adhaar and mobile network failure largely affected banking transactions in villages.

  15. SLBC -MEGHALAYA Agenda 2: Review of Financial Inclusion Initiatives, Expansion of banking Network and Financial Literacy Status of opening of banking outlets in unbanked villages, CBS-enabled banking outlets at the unbanked rural centres (URCs) Six bank branches were opened against the allotted target of fifteen branch during FY 2021-22 despite challenges in connectivity, basic infrastructures, absent of business potentials and scattered population. The following banks are requested to update the progress of branch opening and ATM installation during FY 2021-22 i.e MCAB (allotted-3), PNB (allotted-3), MRB(allotted-1), NESFB(allotted-1), Canara Bank(allotted-1) and Axis Bank(allotted-1). Considering the Government directive for financial coverage of each adult in villages, branch expansion and opening of banking outlets in villages remain the top priority of the banks. Out of 6459 villages with less than 2000 population under RBI Road map, 6357 villages were covered with banking outlets constituting 98.42%. The remaining uncover villages were allotted to IPPB and ICICI Bank located in the interior part of South Garo Hills, and East Garo Hills districts where the infrastructures like internet connectivity, road communications, power supply and business potentials are poor.

SLBC -MEGHALAYA Agenda 2: Review of Financial Inclusion Initiatives, Expansion of banking Network and Financial Literacy Remaining Uncovered villages in Jandhan darshak app ICICI bank though have covered the remaining unbanked villages with banking outlets during March 2022 quarter, but failed to get upload the banking touch points under Jandhan darshak app. Two remaining villages in Garo Hills allotted to MCAB will be cover with Integrated Village Cooperative Society (IVCS). (b). Review of Operations of Business Correspondents hurdles/issues involved BC/CSP: As on 31.03.2022 there are 869 BCs deployed by Banks and IPPB across the State. BCs are playing a very important role in promoting Financial Inclusion services and economic upliftment at locations other than bank branches to achieve greater financial Inclusion. ICICI bank had deployed an additional 55 BCs during the quarter ending March 2022.

  17. SLBC -MEGHALAYA Agenda 2: Review of Financial Inclusion Initiatives, Expansion of banking Network and Financial Literacy (c) Progress in Increasing Digital modes of Payment in the State: Provision of Continuous Connectivity with sufficient Bandwidth/ Resolving connectivity Issues. As on 31.03.2022, 98.70% of the operative Saving accounts and 99.75% of the operative Current accounts were covered with at least one of the digital facilities against the total operative Saving and Current accounts.

  18. SLBC -MEGHALAYA Agenda 3. Review of Business Development and Credit Disbursement by Banks in FY2021-22: Deposits: The total deposits in the quarter ending March 2022 is .34228.56 Crores against .30465.07 in March 2021 with a YoY growth of .3763.50 Crores. (Bank-wise position is shown in page no 15). Advances: The total Advances in the Quarter ending March-2022 is . 14347.48 Crores as against .12969.53 Crores in March 2021 with a year on year growth of .1377.95 Crores (Bank-wise position is shown in page no.15. The CD ratio at the end of March 2022 is 41.92%

Review of Business Development and Credit Disbursement by Banks in FY2021-22: CD Ratio-Review of District with less than 40% and Working of Special Sub- Committee of DCC There are Six districts (East Jaintia, East Khasi, South West Khasi, West Jaintia, West Khasi Hills and South Garo Hills) with C.D. Ratio below 40% as on 31st March 2022. District with less than 40% have confirmed having conducted Special Sub-committee meetings to improve the district CD ratio. (Details in Page-132)

Review of Business Development and Credit Disbursement by Banks in FY2021-22: The total Priority Sector Advances is at .6354.28Crores against the total Advance of .14347.95Crores constitutes 44.29% during the quarter and is well above the benchmark of 40% set by RBI. Bank wise position given in page no 17-18 Agriculture outstanding advances as on March 2022 is .2925.30Crores against the total advance of .14347.49Crores which is 20.38% of total advances against the benchmark of 18%. Government Sponsored Scheme Implementation of PMEGP Scheme: i) Prime Minister Employment Generation Program (PMEGP) A total number of 642 PMEGP loan proposals were sanctioned for a total amount of Rs.19.58 Crores in 2021-22 against the Target of 1391 numbers for a margin money of 38.37 Crores. Details in page No.115 (Director, KVIC is requested to appraise the house). i) National Rural Livelihoods Mission Bank Linkage: Banks have sanctioned a total number of 5165 SHG loan accounts for .368.44 Crores in 2021-22 out of 7838 loan proposals. MSRLS is requested to appraise the House. (Details in Page No-129)

  28. SLBC -MEGHALAYA Agenda No.5 - Functioning of RSETIs During the FY 2021-22, 57 trainings were conducted by RSETIs for 1342 trainees upto 31-03-2022 for FY 2021-22. Non-reimbursement of Training expenses by RSETI Tura and RSETI Umran RSETI Pending re-imbursement claim of training expenses in respect of RSETI Umran and Tura is following up by MSRLS with the Government of India. MSRLS assured to pass on the payment to banks once it is received the Government of India. Agenda No.6 Position of NPAs in respect of schematic lending, Certificate Cases and Recovery of NPAs Out of 16705 loan accounts for Rs.254.09 crores, there are 1890 NPA loan accounts constituting 9.84% of the total Government sponsored loan. The matter was taken up by the Joint Director Institution Finance & Deputy Secretary, Govt of Meghalaya vide No.FIF.11/1998/754 dated 08.02.2022 with the District administrations to organize recovery along with LDMs.

  29. SLBC -MEGHALAYA Agenda No.7 Any other Agenda i. Enhancing Credit Flow to Agriculture & Allied Sector through Credit Guarantee Scheme- NABARD may appraise the house on Credit Guarantee related operations. ii.The progress of Farmer ID Card implementation-NIC to appraise the house. iii. The proposal of BSNL to lay Opticle Fibres Cable along the Stretch of International border for better network connectivity along international border with Bangladesh is submitted to the Government. iv. The Priority Sectors advances ACP Target for the FY 2022-23 is worked out for Rs.1485 Crores. v. Credit linkage of Rubber plantation under Rubber Plantation Development Scheme in NE during 2021 to 2025. Under the scheme, Credit linked has been approved with interest subvention and Credit Guarantee by National Credit Guarantee and Trustee Company (NCGTC). VI. The Status update of PNB RSETI in Jaintia Hills district.
