Challenges and Solutions at the Safety-Security Interface
The discussions at the INSAG-AdSec Joint Working Group highlighted the challenges faced in addressing the safety-security interface, such as lack of experience, administrative divisions, and the emergence of new entrant countries. Members agreed on the need for joint revisions of key publications and formation of focus groups to enhance cooperation. Key issues identified included commonalities and differences between safety and security, organizational interfaces, joint exercises, transparency, and crisis management. Specific technical issues were also addressed, such as safety and security by design, cyber security, and storage of high-level waste. Proposals were made for the development of a high-level document to incorporate security developments post-INSAG 24.

Proposal 1: Documentation Working group agrees revisions to INSAG 21 and 24 not necessary However, there is a need to accommodate the considerable developments in security that have taken place since INSAG 24 (and any safety developments) that impact the interface Therefore, INSAG and AdSec should consider developing a joint high- level document that would reference INSAG 24. WG recommends that AdSec take the lead to generate a first proposal for what might be included in the document for discussion during the April meetings of INSAG and AdSec INSAG 2017 Oct 24,25 6
Proposal 2: Communications WG recommends that AdSec and INSAG consider a joint letter to the DG on the status of the safety/security interface, using some of the content in the WG report as a starting point, perhaps in time for the 2018 General Conference It is further recommended that additional letters be considered whenever there are key updates on progress to improve the safety/security interface In the longer term, consideration should be given to a joint forum at the General Conference similar to, or connected with, the annual INSAG Forum, highlighting the importance of the interface INSAG 2017 Oct 24,25 7
Proposal 3: Ongoing Cooperation Owing to the importance of the safety/security interface, it is recommended that INSAG and AdSec continue to cooperate in this area Examples of two emerging interface issues that could benefit from joint consideration are cyber security and safety/security by design in SMRs Continuation of the joint INSAG-AdSec Working Group should be considered to encourage communication and cooperation and to highlight key issues concerning the safety/security interface INSAG 2017 Oct 24,25 8
