The Civil Service system in India has a rich history dating back to 1854 when the concept of a Permanent Civil Service based on merit through competitive examinations was introduced. It encompasses features such as open-entry based on competitive exams, elaborate training, tenured positions at various levels, and a system of promotions based on seniority and performance. The services are grouped into All India Services, Central Civil Services, and State Civil Services. Training policies guided by the National Training Policy focus on competency building. The Civil Services operate on a competency framework emphasizing accountability, transparency, ethics, and efficiency, among other values.

  4. Grouping of Civil Services in India Civil services can be grouped into 3 broad categories: Services whose members serve both the Union and the States. These are termed as the All India Services (IAS, IPS & IFoS) Services whose members serve only the Union Government, are termed as Central Civil services (IRS, IRTS, IAAS, IPoS etc ) State Governments have their own Civil Services State Civil Services 5
