EPA is developing the Cleaner Trucks Initiative to tackle NOx emissions from new heavy-duty trucks. The ANPR was signed to gather feedback, with plans for NPRM in late Spring 2020. The program aims for nationwide emissions reductions through aligning with CARB, modernizing requirements, and enhancing compliance and enforcement.

Overview EPA is developing a new rulemaking, the Cleaner Trucks Initiative, to address NOx emissions from new heavy-duty trucks and engines January 6, Administrator Wheeler signed an Advance Notice of Proposed Rule (ANPR) The ANPR presents our early thinking and solicits feedback from stakeholders to inform our proposal We invite you to submit comments during our 30-day comment period following publication We are targeting a Notice of Proposed Rulemaking (NPRM) in late Spring 2020, followed by a Final Rulemaking approximately a year later More information is on our Cleaner Trucks Initiative webpage https://www.epa.gov/regulations-emissions-vehicles-and-engines/cleaner-trucks-initiative

CTI ANPR Summary The ANPR includes The ANPR does NOT include Background and motivation Potential stringency of future standards Technologies we are evaluating Assessment of costs Test programs we have initiated Quantitative societal impacts (i.e., air quality, economic, environmental, health) Compliance provisions we are considering Requests for comment + data to inform our proposal

Program Elements Introduced in the CTI ANPR Nationwide Emissions Reductions Work to closely align California Air Resources Board (CARB) and Federal long-term programs Continue technical coordination with CARB and industry Ensure In-Use Emissions Reductions Update laboratory-based certification tests and in-use testing protocol to cover a broader range of operation Identify regulatory useful life and emission warranty periods that reflect current operating life Streamline & Modernize Requirements Explore opportunities to reduce engine manufacturer burden while ensuring continued protection for public health and the environment Effective EPA Compliance & Enforcement Introduce novel approaches to warranty, serviceability, and remanufacturing that may reduce the temptation to tamper Utilize onboard data streams to identify emissions compliance concerns early
