They must attend either a Community College or Vocational/Trade school, it must be full-time and the program must lead to an Associates Degree or Certificate. ALL TAX CREDIT/TAX EXEMPT BOND PROPERTY OWNERS AND MANAGERS The Veterans Retraining Assistance Program Veterans participating in this program are considered eligible for our properties under exception 2 d) on the Student Status Certification form (NV-3). The income they receive including the living assistance is also exempt when calculating their household annual income. You must obtain third party verification that they are enrolled in this program in order for them to qualify for this exception. Please relay to all appropriate staff members.   3. Veterans Retraining Assistance Program Solving the Veteran Unemployment Crisis Far too many of America's veterans are out of work. While there are many factors that have contributed to the current veterans unemployment rate hovering around 8%, the current state of the economy is the biggest hurdle. For veterans to find long-term careers, they need the tools to be competitive in today s job market and for the foreseeable future. The House and Senate passed and the President signed into law the VOW to Hire Heroes Act of 2011. The centerpiece of this legislation is the Veterans Retraining and Assistance Program (VRAP). VRAP will provide nearly 100,000 unemployed veterans, between the ages of 35-60, up to 12 months of Montgomery GI Bill benefits (currently $1,473 per month) to retrain for an in-demand job. To Apply for VRAP, You Must Be: At least 35 but no more than 60 years old Unemployed on the date of application Received an other than dishonorable discharge Are not eligible for any other VA education benefit program (e.g.: the Post-9/11 GI Bill, Montgomery GI Bill, Vocational Rehabilitation and Employment Assistance) Are not in receipt of VA compensation at the 100% rate due to individual unemployability Are not enrolled in a federal or state job training program in the previous 6 months.

EXHIBIT NV-3 LOW INCOME HOUSING TAX CREDIT PROGRAM STUDENT STATUS CERTIFICATION Complete this form only when household is entirely comprised of students Resident Name: Unit #: School Attending: Project Name: A full-time student is a person who is carrying a subject load considered full-time at an educational institution (for a minimum of five months in a calendar year, the months need not be consecutive), or will be a full-time student at an educational institution within the next twelve (12) months, including evening classes, vocational schools with diploma or certificate programs, as well as college degree programs. Status must be verified by your school. Households entirely comprised of full-time students are considered ineligible for residency in this property due to federal law unless they meet the criteria below. Changes in student status must be reported to management as soon as they occur and may be grounds for terminating your lease if you do not meet one of the exceptions. Additionally, Project owner/management companies must re-verify tenant student status at each semester and at annual certifications to confirm continuing eligibility of household. Residents whose households are entirely comprised of students must check item #1 or #2. 1.I certify that I am a part-time student and I authorize the manager to verify my student status with my school. I agree to notify the project manager immediately if my student status changes in the next twelve (12) months. 2. I certify that all members of my household are full-time students, but we meet one of the following exceptions: a) The student(s) are single parents and their children are not dependents of another person other than a parent of such children; b) Married and file a joint federal income tax return (attach copy of marriage license and last year s tax return); c) Receiving assistance under title IV of the Social Security Act (TANF) (verification required); or d) Enrolled in a federal/state or local job training program (verification required).
