The public defined either in legislation or guidance documents: NGOs are either explicitly or implicitly included. Availability of documentation on SEA process varies: - Screening report published only in some states, - Environmental Report can be published on the authorities website and/or available in printed copy at an agreed location, Some countries perform public consultation in screening phase, too!
