Topic 1: Setting a Strategic Direction for TMSs What does setting a strategic direction mean? What is the motivation or value for developing a TMS strategic direction? Developing a business case for TMSs What issues to consider when establishing a strategic direction for a TMS? What process might you follow to set a strategic direction? What issues might you consider with revising or developing a vision, mission, and goals for a TMS? What might be a motivation for developing a multi-year plan documenting the strategic direction for a TMS? What to consider including in a TMSs strategic multi-year plan? What issues to consider when assessing TMSs capabilities, performance, and strategic direction? 4
Topic 2: Planning and Plans to Support TMS Improvements TMS Life Cycle Continually Pursuing Improvements and Resources Planning and Plans to Support TMS Improvements Current TMS capabilities and performance provides a basis for improvements What to consider when assessing TMS capabilities and performance Key issues to consider when assessing TMSs Preparing to conduct a feasibility or planning study - issues to consider Conducting a feasibility or planning study - issues to consider Possible TMS improvements opportunities to consider Identifying, prioritizing and selecting improvements - issues to consider 5
Topic 3: Identifying Needed TMSs Improvement and Resource Do proposed plans exist to incorporate TMS improvements into agency or regional planning activities and plans? Tier 2: System Planning (5-10 years) and Tier 3: Program Planning (3-5 years) TMS Road Map of Planned Improvements (or trajectory) Scoping proposed improvement projects issues to consider Changes and resources to support new projects issues to consider Managing TMS improvement projects issues to consider TMS physical and technical requirements - issues to consider Project development issues to consider Procurement issues to consider Life-cycle and magnitude of expenses for TMS improvements 6
