WORKFORCE DEVELOPMENT PROGRAM KANE, KENDALL, AND DEKALB COUNTIES
Workforce Innovation & Opportunity Act (WIOA) WIOA is the federal legislation that organizes the nation s public workforce system. It was signed into law in 2014 and took effect in 2015. Replaced the Workforce Investment Act (WIA) which was passed by Congress in 1998. Promotes alignment of the four core federal workforce programs to support job seekers and employers. Prescribes the composition and duties of business-led Workforce Development Boards and mandated inclusion of core partner representatives as members. Local Workforce Development Areas (LWIAs) The federally funded Workforce Innovation and Opportunity Act (WIOA) Title 1 Program is administered by the Illinois Department of Commerce and Economic Opportunity (DCEO). The program is implemented by Local Workforce Development Areas (LWIA) that provide one-on-one services to job seekers and employers. Kane, Kendall and DeKalb are LWIA 5. Additionally, the state is divided into 10 Economic Development Regions. LWIA 5 is in Region 4 or Northeast Region which includes 7 Workforce Development Areas.
Local Foundational Documents Three-County Intergovernmental Agreement: Formal agreement between Kane, Kendall, and DeKalb Counties establishing a single workforce development area for participation in WIOA Title 1 Program. The agreement does three things: 1. Designates Kane County to serve as the grant recipient and fiscal agent for the area; 2. Tasks the Kane County Board Chairman to serve as the Chief Elected Official for the area; and 3. Establishes a three-county Workforce Development Board to oversee programming. CEO-WDB Agreement: Outlines the roles and responsibilities of the Workforce Development Board. WDB Bylaws: Defines how the Workforce Development Board will operate and conduct business (e.g. open meetings act requirements).

Kane County Roles and Responsibilities Serves as the Title 1 grantee and fiscal agent Provides staff support to the Workforce Development Board Accepts the annual funding allocation Coordinates the delivery of all programs and services Procures services (RFP/bid process) Contracts with service providers and monitors performance
WIOA Title I Funding Awarded annually and based on a formula that captures economic/employment data. Single award with three funding streams (Adult, Dislocated Worker, and Youth). Allocation supports workforce development activities throughout Kane, Kendall and DeKalb Counties. Adult/Dislocated Worker Program Overview Eligibility Requirements: Eligibility Requirements: Individualized Services Training Services Adult Services Program provides individualized career and training services to help job seekers who are at least 18 years old. Priority is given to low-income individuals, low-skilled individuals and recipients of public assistance. Individual Training Accounts (ITA) Bridge Programs On-the Job Training Class Size Customized Assessment Employment Plan Development Directed Job Search Directed Career Exploration Resume Writing Dislocated Worker Program provides individualized career and training services for workers who have been laid off or are about to be laid off. Soft Skill Training Interviewing Workplace skills Supportive Services Available (Supplies, Credentials, Transportation, etc.) Job Referrals
Youth Program Overview Serves young adults ages 16-24 that are in need of employment or assistance to enter or complete an educational program with at least one defined barrier. Funding supports in-school and out-of-school youth, but emphasis is placed on out-of-school with a 75% expenditure requirement. Program creates possibilities for career exploration and guidance, support for educational attainment and opportunities for work based learning along with skills training Direct delivery occurs through sub-contracted providers procured every three years.
Occupational Training Scholarships are awarded to eligible participants to fund tuition, fees and books. Provided to Adults, Dislocated Workers and Youth based on an individualized assessment. Training programs are typically less than two years in length. Workforce Development Board has established a scholarship cap of $10,000.
How is Success Measured? WIOA established performance accountability standards. Measures effectiveness of the state and local workforce areas in achieving outcomes for registered participants. Indicators of performance include: 1. Credential Attainment 2. Median Earnings Outcome 3. Measurable Skills Gain 4. Education/Employment Retention 2nd Quarter after Exit 5. Education/Employment Retention 4th Quarter after Exit
WIOA Title I Summary Each formula allocation has a two-year lifecycle Program year runs July 1st through June 30 Benchmarks 80% must be obligated during first program year 50% must be expended on training activities in the first year 75% of annual youth expenditures must be for out-of-school youth activities 20% of annual youth expenditures must be for work experience activities Funds are drawn as needed from DCEO via Grant Reporting System (GRS) Funds are transferred to Kane County Kane County s New World system used to record transactions/audit trail Expenditures, accruals and obligations are reported to DCEO monthly on the 20th
