  1. VAIEP: THE VIRGINIA INDIVIDUALIZED EDUCATION PROGRAM 1

INDIVIDUALIZED EDUCATION PROGRAMS An Individualized Education Program (IEP) is provided to a student when they are identified as requiring special education services provided by a local educational agency. An IEP includes key components such as - Student levels of current academic and functional performance; - Short-term objectives that describes how progress will be measured; - Annual goals that are realistic, measurable and achievable for that student; - Accommodations and modifications or changes to help the student learn the general education curriculum; - Services and supports, supplementary aids, accommodations, etc..; - Progress monitoring for reporting progress on goals and objectives, a transition plan where applicable, and parent input. IEPs are reviewed at least once a year 2

  3. STATE SYSTEM VAIEP or the Virginia Individualized Education Program is Virginia's state sponsored IEP platform available to every school division. Currently, the statewide tool: - ensures consistency across schools and divisions with student IEP; - creates consistency and transparency in IEP development processes and documentation that ensure ease of division-to-division communication and portability for students, teachers, and parents when a student transfers schools; - integrates seamlessly with all student information systems in Virginia and allows stronger data sharing between schools, divisions, and state partners; and - is the only IEP system vetted by the Virginia Department of Education. 3

VAIEP USAGE STATISTICS From the 2017-2018 to the 2024-2025 school year: 117 Virginia school divisions, State Operated Programs, the Department of Juvenile Justice, and the Virginia School for the Deaf and Blind adopted the system by cohort 1.1 million IEPs created for Virginia students 4 million documents created using the platform 1,000 documents on average created daily within Virginia IEP 390,000 eligibility decisions documents created through the platform 32,000 student transfers supported across participating divisions 18 Educator Preparation Programs in Virginia also currently use VAIEP to support education and have knowledge of the system before a teacher is in the classroom Moreover, the VAIEP system has strong positive feedback. More than 25,000 inquiries resolved by VAIEP support team with a 20-minute average response time and 99% satisfaction rate. 4

  6. WHATDOES VAIEP SUPPORTLOOKLIKEFOR SCHOOL DIVISIONS CURRENTLY? 1. School Divisions receive significant, no-cost collaboration during onboarding including a virtual professional development on How to use the system. 2. School divisions can access ongoing resources through a reference library of VDOE guidance documents and online training modules that are geared for school leaders and teachers. 3. The platform also has a Federal Indicator Reporting Data Dashboard that allows administrators the ability to create tailored reports to meet division needs. 4. Schools have real-time, on demand technical assistance, support, and a help line. 6

IMPLEMENTATIONOF LEGISLATION During the 2024 Virginia General Assembly SB220 and HB1089 were signed into law and focused on the importance of instructional leadership and administration in developing effectiveness for optimal teaching and learning provided by general and special education teachers with the understanding and implementation of evidence-based practices to increase student achievement and prioritized - Administrator and Teacher Training o VDOE SPED Administrator's Academy full for December 2024 - Special Education Record Retention - Data Driven Monitoring - Oversight and Support - Eligibility and Services - Advisory Committee 7

  8. IMPORTANT NOTE Local school divisions are already utilizing additional support modules purchased beyond the state system contract. These additional modules are being used to help support access for parents of students with disabilities. - More than 500,000 documents viewed by parents in EDPlan Connect - More than 100,000 documents signed by parents in EDPlan Connect - More than 400,000 documents translated into 20 different languages In comparison with other states, and as identified in the legislation, increasing access to and reducing barriers for these services can support families in their access to and understanding of the special education process. 8

  9. VDOE NEXT STEPS 1. Work with current vendor to continue to improve existing services and support local school divisions. For example, vendor has provided individual reading plan support and data into VAIEP to ensure alignment with the Virginia Literacy Act. Share cost analysis for upgrade of system to support additional modules; parent connect, behavioral assessment, progress track, health, 504, Multi-tiered Systems of Support, translation, pre-referral, etc. to all school divisions - $264,000 to support bringing additional LEAs on board to current project - 8 additional modules $7.5m per year - Additional VDOE FTE (1) to support training and additional school divisions added to statewide solution Continue to meet with local school divisions interested in adopting state sponsored solution and ensuring school divisions may seek an option to opt-out of state solution while still ensuring compliance with the Virginia system requirements. Conduct cross-state comparison and best practice analysis in other state-sponsored IEP solutions that ongoing system upgrades in specific areas to respond to local school division needs and implementation of General Assembly Legislation. Work with Commission on Youth and other partners to seek feedback on an improved statewide solution. 2. 3. 4. 5. 9
