cost. This may be that answer.

Raid Adoption Project
The National Shipbuilding Research Program (NSRP) developed this
Rapid Adoption Project (RAP) Pilot Program to provide the U.S.
shipbuilding and ship repair industry and the U.S. Navy with a
methodology for rapidly identifying and implementing mature,
commercial technologies, products, processes and services that will
specifically benefit U.S. Naval shipbuilding and ship repair.

The Panel Update on Ship Warfare Systems Integration, chaired by Perry Haymon from Huntington Ingalls Industries, discussed various topics including false deck updates, fusion splice enclosures, and extension basis for POA enclosure systems. Anti-trust rules were also highlighted regarding discussions on pricing, supplier selection, and trade secrets. Current panel activities focused on top projects for 2019 like TRITON Dynamic Network Paradigm and False Deck Design Optimization.
