  2. Background November 2023 National Operations and National Executive committees agreed to new Adult Membership definitions. These were added to Policy and Rules section P3.1

  3. Section P3.1 P&R States there are two categories for membership Youth Members Young people under the age of 18 Adult Members Persons over the age of 18 in six classifications

  4. Adult Members Rover Scouts Venturer Scouts 18 years and over Adult Leaders - including Commissioners and Advisers Adult Supporters (previously known as Adult Helpers) Scout Fellowship Life Members/Honorary members Staff - Employees of a state, Branch or Scouts Australia

  5. Contributors or visitors Persons whose contribution to Scouting is recognised Not considered members of the association In Victoria, we will register them as they are still required to complete a WWC and the two compulsory modules

  6. Child safe standard 6 People working with children and young people are suitable and supported to reflect child safety and wellbeing values in practice

  7. In complying with Child Safe Standard 6 an organisation must, at a minimum, ensure: 6.1 - Recruitment, including advertising, referee checks and staff and volunteer pre-employment screening, emphasis child safety and wellbeing. 6.2 - Relevant staff and volunteers have current working with children checks or equivalent background checks. 6.3 - All staff and volunteers receive an appropriate induction and are aware of their responsibilities to children and young people, including record keeping, information sharing and reporting obligations. 6.4 - Ongoing supervision and people management is focused on child safety and wellbeing.

  8. Changes in Victoria Any adult who helps out on an overnight activity must be registered as an Adult Supporter. They will need a Police Check and referee reports as per the National Child Protection Policy section 9 For this Census year 2025/26 there will be no charge for anyone who transfers over. This is not a quick process, so you will need to plan. Carers will still not attract a fee

  9. So, What has changed Adult Helpers are now Adult Supporters Adult Supporters are now Contributors Groups manage who sits where and what their role is. Please make sure all Adult Supporters and Contributors complete their mandatory online modules.
