Nov 2010 March 2011 November 2010: Update on Social and Environmental Principles submitted to PB 5 March 2011: Draft P & C Version 1 submitted to PB 6 6 Principles, 18 Criteria The Principles and Criteria will: Provide the UN-REDD Programme with a framework to ensure that its activities promote social & environmental benefits and reduce risks from REDD+ Assist reviewers of national programmes to evaluate their potential social and environmental impacts Support countries in operationalising the Cancun agreement s guidance and safeguards for REDD+ Over the next twelve months, contribute to the UNFCCC-led process to develop guidance on systems to provide information on how safeguards are addressed and respected
April Oct 2011 July 2011: SEPC Version 2 released for review by: Policy Board Members and Observers Independent Advisory Group on Rights, Forests and Climate Change Peer review by selected experts And facilitated consultation with DRC, Nigeria, Viet Nam, Other outreach, including Presentation at 3 events at UNFCCC, Bonn, June Two CBD regional consultations on biodiversity safeguards
Comments on SEPC version 2 32 sets of comments from diverse sources, including Policy Board and IAG members, NGOs, independent experts, and national consultations Many reviewers of all types positive, e.g. We find the proposed Draft to be both comprehensive and well written and can only support it becoming an official UN-REDD document. In general, I find that the proposed P&C are comprehensive, well- defined and practical. Congratulations for the excellent job! As a result, I only have a couple of small comments
Comments on P & C version 2 There were also a number of concerns, relating to: Purpose: purpose of the P & C and the ways in which they would be used not sufficiently clear, and function of the P & C in relation to the Cancun safeguards needed clarification Content: Governance Land rights Traditional knowledge Indigenous peoples Direct impacts on non-forest biodiversity Process: consultation and review process was not wide enough or sufficiently transparent
Response to reviews: Response to reviews: Purpose Purpose has been further refined: Helping UN-REDD Programme ensure that its activities promote social and environmental benefits and reduce risks from REDD+. In particular: as an aid in formulating national REDD+ programmes and initiatives that seek UN-REDD funding in the review of national programmes prior to submission for UN-REDD funding to assess national programme delivery can also, in combination with other tools and approaches help countries help develop national approaches for: promoting, supporting and building on the Cancun safeguards, providing information on how the Cancun safeguards are being addressed and supported..
Response to reviews: Response to reviews: Process Transparency enhanced by Specifying review process more clearly Making provision for longer and broader consultation Web posting review comments and responses to them
Policy Board 7: comments Clarify the way in which the SEPC will be operationalized as well as their linkages to the accompanying tool. Clarify the relationship between the application of the SEPC and that of the standards developed by the FCPF and other relevant bodies
Oct 2011 Intention: Version 3 released for review (Oct 2011): Public consultation until end of 2011; During consultation period release of the companion Tool (BeRT) UN-REDD Workshop early 2012 Proposed final version submitted to PB 8, March 2012
