  4. District Growth and Needs Growth There are multiple housing developments coming up in the Crooks and Sioux Falls area. Estimations have been given to Tri-Valley administration that student enrollment could reach 3,000 students by 2040. Plan is to build for the projection of the next 10 years. Bond Proposal will allow for approximately 1,950 student capacity. Needs During Public forums, highest need identified was ALL which includes High School, Middle and Elementary classrooms. Location was the primary factor over cost or features. Public surveys have also shown that most patrons are willing to spend more than $201+/100,000. Current facility is over 100% capacity. Classrooms are combined, teachers are sharing spaces, etc.

  5. Proposal Details-What are we getting? New High School ($35 million) Features: 29 core academic classrooms, 500 seat auditorium, 50 x 100 shop area, expanded parking at existing site (~490 spots added), 1,500 seat competition gymnasium Possible Grant opportunities for greenhouse, trade classes, science labs, art classes that the board and administration can explore. Complete ELC ($9 million) This adds another gymnasium in the district (adding 1 gym to what is already being built) for use and total of 27 classrooms (adding 20 to what is already being built and proposed) Renovations to current Facility ($8 million) Remodel the elementary office to include restrooms, remodel FACS to science, update to media center, add cabinets/storage, update locker rooms, etc. Updates to grandstands, concessions, restrooms for football and track events, and an additional maintenance/facility area.

  6. Bond Proposal The Facility Task Force recommends that the School Board puts forth a bond of $52 million or $240/100,000 in assessed value. This breaks down to approximately $480 per house per year ($200,000 median in the district). Additional Recommendations: We recommend that a finance committee is recommended to look at operating costs to give support to the board and administration. Possibilities to consider are opt outs. This is done by 46% of schools in South Dakota. TIFs that will expire that are in the district-SDN Communications will expire 2030, Foundation Park will expire in 2041. Grant opportunities. We recommend that a building committee is put together to look at building efficiencies, maintenance and repairs of the district facilities, continued focus on expansion and renovations, and involvement during construction to help with cost savings.
