Starting situation Firm commitment of the state and municipalities to improve SWM Biodegradable waste as a focus component - high amounts - high environmental relevance - high cost relevance - high potential to avoid, reduce and utilize beneficially subject of dedicated strategic considerations of the government Municipalities do extend waste services (higher collected quantities) but will also have to transport them over longer distances and pay gate fees for them in future (regional landfill concept) Landfill directive resp. Georgian waste code aim at reducing the share of biodegradable waste being landfilled, concrete measures for that have not been stipulated yet. So anything to minimize this waste or its landfill disposal would work and helps municipalities to reduce future costs / save municipal budget. Municipal Waste Management Plans were adopted, a. o. for this, in 2017 Municipal-level Training, October 22, 2019 3
Purpose and aims of this training Raising awareness on relevance of biodegradable waste treatment Creating a sensitivity for the particularities and requirements in composting waste for humus production Providing and/or deepening knowledge about the processes and techniques Introducing procedural as well as operational aspects to minimize environmental impacts and secure a high acceptance and quality in composting and enhance therewith planning and implementation capacities Municipalities understand the needs and potentials to self-initiate biodegradable waste reduction and composting activities, and recognize the chances associated with them. They are also enabled to identify and decide on appropriate concepts and next steps for launching such initiatives and get people (citizens, staff) sensitized for participation and implementation as well as the challenges involved. Municipal-level Training, October 22, 2019 4
Relevance of biodegradable waste treatment Greenwaste => landfill = no O2 = CH4 emissions = climate crisis emission Greenwaste => composting = O2 = CO2 emissions = NO climate crisis emissions Greenwaste => landfill = high transport costs and disposal (gatefee) costs Greenwaste => composting = lower transport costs and lower gatefee costs Greenwaste => landfill = no contribution to public awareness Greenwaste => composting = contributes to public awareness and actions Municipal-level Training, October 22, 2019 5
Purpose and aims of this training Create a group of municipalities that want to engage in composting: Home composting Village composting Large scale composting Municipal-level Training, October 22, 2019 6
