UNDERTAKE NEED ASSESSMENT (PNA) Identification and Listing of slumsa A Periodic slum level Participatory Infrastructure Needs Assessment (PNA) shall be undertaken by the concerned Undertake Participatory Infrasturcture Needs Assessment(PNA)b at slum level for primary infrastructure facilities B Ward officer on behalf of ULBs/ SDAs/ RWA . Prepare I-GAPc to assess the infrastructuregap at slum level and to plan for slum upgradation projects C The PNA will cover the status of access to the primary Slums requiring intervention infrastructure through survey and Group discussions with Execution of slum upgradationprojects D SDA/ RWA specifically - Water supply, Pucca roads, Pucca Slum withadequate infrastructure storm water drainage, Street lights, Access to toilet facilities Completion of slum upgradationprojects E and electricity supply. The concerned Ward Officer shall undertake the Delisting Proposald submitted by SDA/RWA for evaluation by ULB assessment together with SDA, through field visits and Not recommended F discussions with the residents. He/ she shall be the Nodal officerforPNAandwill besupportedbyteamdeputizedbythe ULB. Delisting proceduree,f G Format for capturing slum level data is enclosed as Annexure 2 ofSOP Renaming of the habitation (if agreed by SDA/RWA) and incorporation inthe ULB and other recordsg H 04

Step C: PREPARE GAP ANALYSIS (I-GAP) Identification and Listing of slumsa A Undertake Participatory Infrasturcture Needs Assessment(PNA)b at slum level for primary infrastructure facilities B Prepare I-GAPc to assess the infrastructuregap at slum level and to plan for slum upgradation projects I-GAP tool will be used to assess the vulnerability of C slums basedonavailabilityofprimaryinfrastructure Slums requiring intervention Execution of slum upgradationprojects D Slum withadequate Ifanyslumisidentifiedwithadequateinfrastructureas infrastructure per I-GAP,theslummaydirectlybetakenupfordelisting. Step D & E: EXECUTION AND COMPLETION OF PROJECTS Identification and Listing of slumsa A Undertake Participatory Infrasturcture Needs Assessment(PNA)b at slum level for primary infrastructure facilities B Execution: The slum upgradation projects shall be executed Prepare I-GAPc to assess the infrastructuregap at slum level and to plan for slum upgradation projects C under the supervision of the Ward Officer and SDA/RWA will be the ImplementationPartner. Slums requiring intervention Execution of slum upgradationprojects D Slum withadequate The details of the execution modalities of slum infrastructure upgradation projects and involvement of IP will be shared by the State Government from time to time. Completion of slum upgradationprojects E Completion: TheWardOfficeronbehalfofULB,shallensure Delisting Proposald submitted by SDA/RWA for evaluation by ULB Not recommended thecompletion oftheslumupgradationprojects F Delisting proceduree,f G Renaming of the habitation (if agreed by SDA/RWA) and incorporation inthe ULB and other recordsg H 06

  7. Step F: DELISTINGPROPOSAL Identification and Listing of slumsa A Undertake Participatory Infrasturcture Needs Assessment(PNA)b at slum level for primary infrastructure facilities B 1. The SDA/RWA will submit the respective Proposal for delisting the concerned slum of evaluation the ULB. Prepare I-GAPc to assess the infrastructuregap at slum level and to plan for slum upgradation projects C Slums requiring intervention 2. The ULB shall evaluate the delisting proposal based on six Execution of slum upgradationprojects D primary infrastructurefacilitiesas per Annexure 4 Slum withadequate infrastructure Completion of slum upgradationprojects E 3. The ULB may undertake the evaluation either based on field level verification or its observations or a combination of both. The proposal will then be passed by a Council Delisting Proposald submitted by SDA/RWA for evaluation by ULB resolution. Not recommended F 4. Subsequently, the same may be forwarded UASRRC for delisting. Delisting proceduree,f G Renaming of the habitation (if agreed by SDA/RWA) and incorporation inthe ULB and other recordsg H 07

Step G: DELISTING PROCEDURE Identification and Listing of slumsa A UASRRC shall constitute a Delisting Scrutiny Sub- Committee to validate the slum delisting Undertake Participatory Infrasturcture Needs Assessment(PNA)b at slum level for primary infrastructure facilities B recommendation Prepare I-GAPc to assess the infrastructuregap at slum level and to plan for slum upgradation projects DSC based on its observations, may refer to the C SDA/RWA and ULB through UASRRC for attaining Slums requiring intervention adequate level of infrastructure works in the slums (or) Execution of slum upgradationprojects D may validate the process of delisting, as the case may Slum withadequate infrastructure be. Completion of slum upgradationprojects E UASRRC will issue a public notice inviting objections to the change of status of the slum with in a period of 15 Delisting Proposald submitted by SDA/RWA for evaluation by ULB days.
