  11. Funding Scouting Operations Formed a diverse committee of council Scouters to explore revenue generation best practices for Simon Kenton Council and membership based charitable organizations like the BSA. Our recommendation: 1. Eliminate unit-based Family Friends of Scouting (FOS) presentations, 2. Recoup revenue with a $60 youth program fee, and 3. Redeploy staff and volunteers to use this time to improve membership, program, productive fundraising, and unit service. 11

  12. $60 Program Fee Details Fee will be implemented for recharter 2022, so there will be no fee applied to 2021 Fall recruiting. The council fee will not increase for at least two years (through recharter 2023). There is no associated adult fee, although many councils have implemented one. Board will vote on this recommendation at the 5/20/2021 Executive Board Meeting. 12

  13. $60 Program Fee Implementation Registration Assistance: The registration assistance program will be updated to allow applications for program fee assistance. https://skcscouts.org/wp-content/uploads/2020/11/7.31-Reg-Asst-updated-11.3.pdf Communication: Information about the fee will be distributed digitally and in the annual recharter packets. If approved, we need to work together to make sure nobody is caught off guard by this. 13
