SALW Control and Collection Strategy in Kosovo: Progress and Challenges
The Ministry of Internal Affairs, Government of the Republic of Kosovo, has been implementing strategies and action plans to control small arms and light weapons (SALW) since 2013. The country has seen progress in reducing illicit weapons and improving enforcement, coordination, and resources for SALW control. Challenges remain in decreasing the demand for firearms, enhancing gun crime investigation, and ensuring stakeholder readiness for improved methods. Kosovo aims to continue its efforts with the 2017-2021 Strategy and Action Plan for SALW control.

Ministry of Internal Affairs Government of the Republic of Kosovo Background information 2014 Small Arms Survey estimated that there were around 250,000 illicit weapons compared 300,000 weapons in 2007 SALW control and collection strategy and action plans 2008-2013 & 2013-2016 Since 2008 two new laws governing the field of arms are passed, there is also the Law on civil use of explosives and 30 sublegal acts Adequate mechanisms for implementing the legislation that governs the trade, possession, tracking, import of weapons and explosives for the private and governmental sector Marking and tracing of weapons is functional and is of high standards Kosovo Forensic Agency is equipped with IBIS technology system and generates intelligent data National Firearms Focal Point (FFP) is appointed and operates under ILECU On February 2017 Government approved the Strategy and Action Plan for Control of Small Arms, Light Weapons and Explosives 2017-2021
Ministry of Internal Affairs Government of the Republic of Kosovo SALW Strategy 2013-2016 Four Strategic Objectives 1. Illegal entries and supply will be deterred through improved enforcement 2. By 2016, demand for firearms, ammunition and explosives will be reduced with 20 per cent among Kosovo population 3. More efficient and higher quality gun crime investigation and conviction will be ensured through better cooperation, coordination and mutual assistance 4. By 2016, stakeholders will have the knowledge, conditions and resources needed to implement improved Small Arms Light Weapons control and collection methods

Ministry of Internal Affairs Government of the Republic of Kosovo LAW No. 05/L 134 on Legalization and Surrender of Weapons, Ammunition and Explosive devices Published in Official Gazette on April 21, 2017 The purpose of the law is to determine the right for natural and legal persons for legalization of weapons or voluntary surrender of weapons, ammunition and explosive devices, which have been in illegal possession during the timeframe of legalization and surrender determined according to the provisions of this law, with the aim of creating a safer environment for all citizens.
