MANDATE Department of Social Development Department of Women, Youth & Persons with Disabilities It is to ensure protection against vulnerability by creating an enabling environment for the provision of a comprehensive, integrated and sustainable social development service The Department is leading on the provision of psychosocial support services that are paramount to the fight against Gender Based Violence (GBV) taking into account prevention and early programmes that are embedded in the response, care and support provided to victims of crime and violence It is to champion the advancement of women s socio-economic empowerment and the promotion of gender equality; The Department plays a critical role in the coordination of all government departments and civil social in the fight against GBV stakeholders both interventions 2

Situational Analysis: South Africa Intimate partner violence is the most common form of violence against women in SA e.g. 37.7% of women in Gauteng ever experienced physical violence and 46.2% ever experienced economic or emotional abuse Overall between 19% and 33% women have ever experienced physical partner violence, but in some population sub groups may be as high as 1 in 2 women Perpetration by men is more commonly reported and population based studies have reported this among 40%- 50% of men More than half of women murdered (56%) were killed by an intimate partner, more than double the rate in the US South Africa s female homicide 5 times the global average 2016/2017 SAPS reported approximately 23488 sexual offences against children; in 2017/18 statistics of children affected by violence, child abuse, neglect and exploitation is as follows: Murder 839, Sexual Offenses 24667, Attempted Murder 936, Assault with intent to cause bodily grievous body harm 7589, common assault 10211. 46% of sexual offence complainants are children (Machise et al 2017) Community based survey in EC first experience of sexual violence before age of 18: 38% of young women and 17% of young men 3

Background #TheTotalShutdown (TTS) emerged in 2018 as an intersectional movement of women, LGBTIQAP+ and Gender Non conforming Persons (GNC) who came together in June 2018 to galvanize support for national action against gender based violence (GBV) The movement hosted nineteen marches across the country and submitted a memorandum with twenty four demands for the ending of GBV to the President. One of the points in the first of the twenty four demands was for the President of South Africa to convene a multi-stakeholder summit on GBV by the 31st August 2018. This resulted in a successful national Summit on Gender Based Violence and Femicide held on 01st to 02nd November 2018. 4

Cont The Summit produced a Presidential Summit Declaration Against GBV and Femicide (GBVF Declaration which entailed deliverables that must be taken forward and be implemented in dealing with the crisis of GBVF. One of these deliverables was for a development of a National Strategic Plan (NSP) on Gender Based Violence and Femicide (GBVF). An Interim Steering Committee (ISC) on GBVF was formed as per article 3 of the Declaration, with the mandate to draft the NSP and establish a National Multi Sector GBVF Council (NMCS), which will be a Coordinating body that will champion the National GBVF work. The NMCS has developed the National Strategic Plan (NSP) on GBVF. The Plan sets out to provide a cohesive strategic framework to guide the national response to the GBVF crisis that South Africa finds itself in. It builds onto the work that was undertaken by government in its review of responses to violence against women and children commissioned by the Department of Monitoring and Evaluation (DPME) as well as the subsequent review of the National Plan of Action undertaken by the Department of Social Development (DSD). 5

LEGISLATIVE FRAMEWORK GUIDING GBV The Constitution of the Republic of South Africa Act 108 of 1996; The National Crime Prevention Strategy (NCPS) 1996; The Criminal Law Amendment Act 105 of 1997; The Criminal Procedure Second Amendment Act 85 of 1997; The Domestic Violence Act 116 of 1999; The Criminal Law (Sexual Offences and Related Matters) Amendment Act, 2007; The Prevention and Combating of Trafficking In Persons Act, 2013 (Act No.7 of 2013); The Prevention of and Treatment for Substance Abuse Act, No 70 of 2008; The Drugs and Drug Trafficking Act, No 140 of 1992; The Children's Act 38 of 2005; The National Development Plan, vision 2030; The National Drug Master Plan. 6

EMERGENCY RESPONSE PLAN ON GENDER-BASED VIOLENCE AND FEMICIDE IN SOUTH AFRICA On 18 September 2019, the President announced the roll out of immediate measures in the next six months to fast track a more medium term approach to addressing gender-based violence and femicide to be captured in the National Strategic Plan. An Emergency Response Plan, alongside the narrative, budget and M&E Framework sets out the detail of the Emergency Plan. The plan is currently led by the Presidency with the department of women coordinating the activities. The members of the interim committee tasked to execute the plan comprise of the following: Department of Social Development, Health , SAPS, DoJ, NPA ,Department of Basic and Higher Education , COGTA, Labour, Transport and Civil Society Organisations. 7

EMERGENCY RESPONSE PLAN ON GENDER-BASED VIOLENCE AND FEMICIDE IN SOUTH AFRICA .Cont GOAL OF THE PLAN The overall goal of the Emergency Plan is to address the systemic failure to respond to Gender- Based Violence and Femicide (GBVF) firstly by the state and then more broadly by society. OUTCOMES The Emergency Plan will work towards achieving the following outcomes: Improved access to justice for GBV survivors; A better informed public about laws, rights and responsibilities underpinned by a public education campaign around survivor s rights (women, children and LGBTQI+ persons) under the law, challenging the use and acceptability of GBV, patriarchy and related forms of discrimination and inequalities; Improved access to care, support and prevention services and interventions through strengthened support for those involved in response and prevention, including civil society stakeholders; Strengthened accountability and architecture to adequately respond to the scourge of GBV; and Increased access to economic opportunities that set out to meaningfully address women s social and economic vulnerability. Online safety awareness and conducting national studies to prevent child exploitation. The Development of the Intersectoral protocol on the prevention and management of violence, child abuse, neglect and exploitation. 8

EMERGENCY RESPONSE PLAN ON GENDER-BASED VIOLENCE AND FEMICIDE IN SOUTH AFRICA KEY INTERVENTIONS AND MILESTONES As captured in the table below, the following are the 5 key areas of interventions that will be rolled out in the next six months to realise the above outcomes: Access to justice for victims and survivors; Change norms and behavior through high-level prevention efforts; and Urgently Respond to Victims and Survivors of GBV Strengthen accountability and architecture to adequately respond to the scourge of gender-based violence; and Prioritize interventions that facilitate economic opportunities for addressing women s economic vulnerability. Child Protection Week Campaign 365 Days programme of action against violence, child abuse, neglect and exploitation to mobilize communities in addressing issues of violence against children. 9

Number of campaigns implemented to prevent GBV through programs 2 workshops held with traditional leaders on child abuse neglect and exploitation. 1 Training held with the religious leaders in in identifying, reporting and referral of violence, child abuse neglect and exploitation cases. Communities through dialogues with children and communities and creating awareness in communities to identify, report and refer cases of violence, child abuse, neglect and Training of change agents to facilitate dialogues with children and communities. Hiring additional social workers to provide psychosocial support services in victim friendly facilities, Thuthuzela care centres, Shelters, Khuseleka one stop centres and for families affected by violence; Number of Social work posts approved and filled to provide psychosocial support services in victim friendly facilities, Thuthuzela care centres, Shelters, Khuseleka one stops centres and for families affected by violence; 200 social work posts approved and filled by 01 December 2019 to provide psychosocial support services 17

EMERGENCY RESPONSE PLAN ON GENDER-BASED VIOLENCE AND FEMICIDE IN SOUTH AFRICA The respective DSD interventions that will be rolled out between October 2019 and 31 March 2020 are captured in the planning table below: SECTION WITHIN PLAN Urgently Respond to Victims and Survivors of GBV that accommodate and integrate LGBTIQ+ community and persons with disabilities into existing shelters 2.3.f) Adequately resource the infrastructure and human capacity to effectively run TCC at Health care facilities LEAD INTERVENTION INDICATOR TARGET DEPARTMENT DSD DPWI 2.3.e) Establish additional shelters No of LGBTIQ+ community friendly shelters At least 3 LGBTIQ+ and persons with disabilities friendly shelters in three provinces with high prevalence of GBV. National Drug Master Plan submitted to Cabinet for approval Approved National Drug Master Plan by March, 2020 for implementation DSD 18

FURTHER INTERVENTIONS The Department is leading on the provision of psychosocial support services that are paramount to the fight against Gender Based Violence (GBV) , In addition to the services rendered, DSD provides the following services: Prevention Programme Prevention services refer to all activities aimed at preventing initial use of psychoactive substances and the delay of the onset of problematic use of such substances. This include amongst others: promotion of life skills; opportunities to choose healthy lifestyle; development of supportive parenting and healthy social environment and ensuring equal access to education and vocational training. 19

  20. FURTHER INTERVENTIONS The following prevention, Care and Support programs are in place as an effort to fight GBVF: Festive season campaigns To encourage communities especially young people to enjoy responsibly by refraining from using and abusing drugs and alcohol during the festive season. Institutions of Higher Learning campaigns Education and awareness campaign on GBV and use of substances through dialogues and exhibitions to encourage students to live in a drug free learning institution and report incidents of GBV and substance abuse 20

  21. FURTHER INTERVENTIONSCont.. Gender Based Violence Command Centre (GBVCC) The Department of Social Development (DSD) has established the Gender Based Violence Command Centre (GBVCC) to provide professional psychosocial support and trauma counselling to victims of gender based violence (domestic violence). The GBVCC offers a 24 hour/ 7 days a week telephone call service dedicated to providing psychosocial support and counselling to those affected by gender-based related violence; especially women and children. The Command Centre has an accessible toll-free number (0800 428 428) and a Please Call Me Facility (*120*7867#). In 2016 the GBVCC launched some service enhancement initiatives to cater for People with Disabilities through the use of SKYPE (Helpme GBV) and SMS ( Help to 31531). The Centre statistics are as follows 21

  22. FURTHER INTERVENTIONSCont.. Child Protection Crisis Line The Department of Social Development (DSD) has funded the CHILDLINE SA to provide the crisis line for children who are in distress or are affected by violence, child abuse and neglect. The CHILDLINE SA provides a 24 hour/ 7 days a week telephone call service dedicated to providing psychosocial support and counselling to those affected by child abuse, neglect and exploitation. The CHILDINE SA has an accessible toll-free number (0800 555 55). 22

Evidence based programming Two studies namely structural determinants and the diagnostic review on the country s response to violence against women and children were conducted to determine the root causes. The key findings of the Structural determinants study - Demonstrates the pathways and sequencing for violence against women and children s victimisation and perpetration by men It highlights that childhood abuse in the home can lead to the following: Post traumatic stress disorder High substance abuse Perpetration of emotional and physical intimate partner violence especially by men Personal distorted gender norms contributing towards a distorted perception of women as objects and this affects power relations (patriarchy) 29

Evidence based programming cont A diagnostic review study was conducted to ascertain the state s response to violence against women and children (VAWC) The study reviewed both the institutional and programmatic mechanisms by which the state addresses VAWC. Three parts were evaluated: Root Cause analysis; Programme and evidence mapping and Sector analysis Legislative review (Gap analysis of laws and policies) which was incorporated into gap analysis of laws and policies Sector analysis evaluation which focussed on both programme implementation and environmental/situational analysis The outcome of the review resulted in the development of the improvement plan to implement the recommendations of the study. 30
