Introduction The Gender Based Violence and Femicide National Strategic Plan (GBVF-NSP) was produced by the Interim Steering Committee established in April 2019 to respond to the gender-based violence and femicide crisis following the historic 2018 Presidential Summit on this subject. The NSP aims to provide a multi-sectoral, coherent strategic policy and programming framework to strengthen a coordinated national response to the crisis of gender-based violence and femicide by the government of South Africa and the country as a whole. The strategy seeks to address the needs and challenges faced by all, especially women across age, sexual orientation, sexual and gender identities; and specific groups such as elderly women, women who live with disability, migrant women and trans women, affected and impacted by the gender-based violence scourge in South Africa 2
Progress thus far 2020 - 2021 There is a clear relationship or link between Social Cohesion National Building and Gender Based Violence. South Africa cannot be totally socially cohesion where women and girls are still brutally violated by close relations and strangers. When generally feel unsafe in their own homes and outside The restoration of human dignity and the building of safe communities that are responsive to individual and collective trauma is crucial in Prevention of GBV as the theme for 16 Days of Activism on No Violence Against Women and Children (VAWC) says : from awareness to accountability DSAC is also responsible for the six(6) National Days as declared through the Public Holidays Act No 36 1994. The idea has been to infuse issues of GBVF in all national days with particular attention during Women s Month in August 3
Progress thus far continued In that connection, the Department has the following campaigns : Golekane it is enough Campaign focused on conversations on GBVF between men. Men to men conversations Baqhawafazi campaign focuses on conversations that will promote women s empowerment though Leadership programmes and mentorship Programmes Silapha campaign that takes into consideration of wellbeing on artists Orange Day Campaign which runs on the colour orange and the date of the 25th of every month to wear orange and unite to end Violence Against Women and Girls ( VAWG). The focus is on the responsibility of the individual 16 Days of Activism Against Women and Children 4
Progress thus far continued The Department has adopted a multifaceted approach to prevention of GBVF. This is through campaigns at one level and capacity programmes (like training through detailed Gender Sensitisation and GBV Workshops) at another level The Department has implemented the following workshops Three (3) days workshops on Gender Sensitisation and GBV Workshops Through the Arts and Social Development Programme, responsible for Target Groups, being Children, People with Disabilities, Older Persons and Women Non Profit Organisations ( NPS) have been funded. Programmes focusing on programmes such as : After School Programmes to prevent unwanted and unplanned pregnancies Initiation schools to change stereotypes Economic Empowerment ( especially for women) GBVF Prevention 5
GBVF Project deliverables 2021/22 November - Dec 2021 Launch of 16 Days of Activism on No Violence Against Women and Children 2021 and the Orange Days Campaign attended by diplomats, UN Funded five(5) NPOs working on Women s economic empowerment, After School Care, Gender Based Violence in 2020 2021 Agencies, CEOs of DSAC entities, Sports Federations and officials on 25 November 2021 Women and Men Conference also focusing on Mental Health, on 26 November 2021 Gander Sensitisation and GBVF Workshop on 10 12 November 2021 at Inanda, one of the 30 GBV hotspots. Focused and attended by Community Safety, Safer City and Community Policing Forums(CPFs) in the area 6
GBVF Project deliverables 2021/22 Golekane Men and Women in Conversation - November -Dec 2021 Multi-stakeholder and multi-sectoral GBVF forum comprising of public and private sector companies, NGOs and experts to promote dialog between public and private sector on GBVF to cohere around a united effort against GBVF held on 26 November 2021 Silapha Baqhawafazi Golekane 7
GBVF Project deliverables 2021/22 08 March 2022 International Women s Day 2022 Celebrated under the theme Break the Bias and the Department conducted a session to explore the three(3) recently promulgated pieces of Legislation on GBVF. Panelists included a representative from the Department of Justice and Correctional Services ( (DOJCS), Business ( South African United Business Confederation ( SAUBC)) and Civil Society (Lawyers Against Abuse (LvA)) Human Rights Month Activation: Disability and GBVF awareness workshop 9 and 10 March 2021 This SCA activation took place in Mohlaletse, Fetakgomo Tubatse Local Municipality, and Mphanama, Makhudu Thamaga Municipality, and sought to raise awareness and promote inclusion for people with disabilities, as well as intensify efforts in the fight against Gender-Based Violence and Femicide, which also affects people with disabilities. GBVF Project deliverables 2021/22 15 March 2022 Lusikisiki GBVF Outreach Deputy Minister s community outreach in Lusikisiki with a focus on anti-GBVF intervention. Baqhawafazi Golekane Love Life Frieda Hartley Shelter 19-23 March 2022 Orange Farm Door to Door GBVF campaign Baqhawafazi in collaboration with Let Us Grow and Golekane hosted a 5 day door-to-door campaign to raise awareness on GBVF across 5 wards in the Orange farm to address the increasing number of femicide cases. GBVF Project deliverables 2021/22 Ongoing Baqhawafazi- Nationwide media placement Nationwide rollout of billboards and street pole adds raising awareness against GBVF. The location of the billboards has specific focus on the GBVF hotspot areas. Baqhawafazi Ongoing Baqhawafazi Filming and production of interviews of survivors and victims of GBVF Production of interviews with GBVF victims and survivors to be shared on the Baqhawafazi social media pages and website. GBVF Project deliverables 2021/22 Ongoing Social Cohesion Advocates ( SCAs) regularly create platforms to end GBV in the form of campaigns and dialogues programmes on Women s Empowerment and Gender Equality. Then there is in-depth presentation of the approaches, terms and terminologies of gender, gender equality and GBVF. An exploration of possible causes of GBVF and Solutions from participants. Movement (MRM) Programme annually funded by the Department is driving an Anti Femicide Campaign Capacity Building with particular Training. There are workshops that have been conducted in Gauteng and KwaZuluNatal with particular attention on crearing awareness on the International, Continental, Regional and National imperatives from which we derive our mandate to advance the Gender Agenda and to implement Ongoing Moral Regeneration 11
GBVF Project deliverables 2021/22 Policy Work In relation to Policy, the Department is completing the Gender Policy for Women in Sport. Internally the Sexual Harassment Policy is also being finalised DSAC also sits and continuously reports on the GBVF National Strategic Plan (NSP) under Pillar 2 on Prevention and Rebuilding Social Cohesion All this work continues on a regular basis. 12
Partnerships The Department of Justice and Constitutional development (DOJCD) is responsible for the National Action Plan (NAP) on Combating Racism, Xenophobia, Hate Speech and other Related Intolerances The Constitution of the Republic of South Africa 1996 deals with issues of ( Dignity, life, choice and DSAC is addressing these issues especially in light of the 25th Anniversary of the Constitution in 2021 In collaboration with Institution for Justice and Reconciliation (IJR) and DOJCD also working towards an: Early Detection Mechanism (EDM) or Early Warning System for GBV which should be accompanied by a Rapid Response Tool and Rapid Response Team for incidents of GBVF With particular attention on KwaZulu Natal, the department is working closely with the department of Community Safety, Safer Cities, Community Police Forums (CPFs) an other Non Government Organisations ( NGOs) 13
Partnerships The Department has a constructive partnership with UNDP to strengthen Social Cohesion in South Africa and once of the programmes is on preventing GBVF. DSAC is also collaborating with the United Nations Protection Working Group (UNPWG) In effort to protect women in the arts and to prevent GBVF there, the department is working in partnership with the GIZ/UNWomen Media and Women, with particular attention on Sisters Working in Film and Television ( SWIFT) Establish partnerships with business Engagement with the Business Sector, in the true sense and in a meaningful manner the Department established contact with Shared Value Initiative and activities are planned for Women s Month. DSAC has collaborated with SPAR Supermarkets to promote the Orange Day Campaign. SPAR in KZN has activated the campaign with orange T-shirts and socks for the 25th of every month. 14
Challenges that hamper progress made Lack of understanding of Patriarchy and development of strategies to dismantle patriarchy. Growing inequality gaps especially income inequality and gender inequality Persistent gender stereotypes including objectification of women at all levels especially in the media Backlash on Gender Equality Insistent negative cultural practices Lack of sufficient Programmes on capacity Building including Training on the Concept of Gender and GBVF Lack of the understanding and skill to mainstreaming gender and GBVF into programmes Insufficient funds for implementing Prevention programmes Insufficient human, financial and technical resources 15
Steps taken or required to mitigate challenges Conduct training on Patriarchy as an ideology as a system of believe based on male dominance. Concretely develop strategies to unravel patriarchy. Narrow the inequality gaps promote women's economic empowerment and promote gender inequality Demystify and dispel persistent gender stereotypes including objectification of women at all levels especially in the media. Dispel myths and misconceptions on GBVF Empower boys and men to understand women s empowerment and gender equality so that they are not threatened by it, because real men are not threatened by gender equality Abolish negative cultural practices Increase Programmes on capacity Building including Training on the Concept of Gender and GBVF Create awareness and understanding of Gender Mainstreaming for gender and GBVF programmes to be mainstreamed into programmes Increase resources for implementing GBVF Prevention programmes and promote Gender Responsive Budgeting (GRB) Increase human, financial and technical resources 16
Conclusion DSAC remains committed to ending GBVF through a multifaceted and long term strategy based on Prevention The Department remains committed to promoting Social Cohesion and Nation Building with a clear understanding that GBV is one of the elements that prevents Social Cohesion and unity because as a nation we can never be socially cohesive as long as our women are disrespected, disregarded and brutally violated. The Department is resolute on strengthening current initiatives and developing even more creative and innovative programmes of relevance. 17
