Spending Review 2022 Overview, Aims & Objectives Overview Transport Infrastructure Ireland (TII) is a non-commercial State agency operating under the aegis of the Department of Transport. Since 2016, total State grants allocated to TII have grown by 73%, to reach a total allocation of 950m in 2021. In recent years, there has been a large call on Exchequer resources to provide funding for additional staffing resources. The Department of Transport has indicated that 8bn in capital funding will be made available to TII up to 2030 for new national roads and protection and renewal, under the National Development Plan 2021 2030. Significant capital funding will also potentially be provided to TII for the development of the MetroLink project, contingent on Government approval at Decision Gate 3. 2 Rialtas na h ireann | Government of Ireland
Spending Review 2022 Overview, Aims & Objectives Aims and Objectives This paper provides an examination of Transport Infrastructure Ireland in order to inform future discussions regarding resourcing and Exchequer funding. The aim of the paper is to achieve the following: Provide an overview of TII s legislative basis and its rationale for existence (roles and responsibilities); Examine trends in TII s pay bill and staffing; Examine trends in TII s finances; and Examine TII s performance indicators to determine how output compares to the objectives set by the agency. 3 Rialtas na h ireann | Government of Ireland
Spending Review 2022 Key Findings Staffing Between 2016 and 2021, TII s pay allocation increased by 4.2m, while the total no. of full time equivalents increased by 20.4. In the first instance, pay allocations have been used to finance pay increases (as determined by centrally determined Civil Service pay scales) and increments of existing staff. Approximately 3m of TII s pay bill increase over this period was required to fund existing staff. Between 2016 and 2021, the number of full time equivalent s earning a salary greater than 100k has increased 2.5 times. Finances Between 2016 and 2021, TII s total income increased by 58%, from 707m to 1.1bn. State grants alone increased by 73% over this period, with State grants accounting for approximately 85% of TII s total income in 2021. Over the period 2018 2021, an average of 43% of the Department of Transport s spend on Road Improvement and Maintenance (incl. regional and local Roads) took place in the final two months of the year.
