  5. Concerns with Current Accountability Process Test-based instruction. KY requires more testing than the federal government. Districts require tests in addition to state and federal required assessments. Scores are not received until student is in another grade. Tests do not provide information that informs instruction. Does not value student performance beyond standardized testing. Does not incentivize rich and diverse learning opportunities.

BR 176: A Joint Resolution Related to School Accountability Commissioner of Education shall convene a strategic Assessment & Accountability Committee to examine opportunities to improve the current approach to assessment and accountability. Education Commissioner Language Arts Teacher Math Teacher Science Teacher Social Studies Teacher Special Education Teacher Career & Technical Education Teacher Two School Principals Two School Superintendents School Board Member Public School Parent Committee shall report to the Interim Joint Committee on Education by December 1, 2021, and by December 1, 2022.

  7. BR 176: A Joint Resolution Related to School Accountability Possible outcomes (but not limited to these outcomes): Replace single summative assessment with a series of interim assessments. Reduce emphasis on high-stakes standardized testing. Incorporate alternative performance measures. Use the universal design for learning approach. Consider a computer adaptive criterion-referenced test. Restrict number of classroom hours to state- and district-required testing. Improve the ability of state-required assessments to drive meaningful and individualized student instruction.
