Port of Stockton Restricted Area Access Control and ID Card Policy
Access to restricted areas at the Port of Stockton facilities requires possession of a TWIC (Transportation Worker Identification Credential). Port of Stockton Requirements for Restricted Area Access Control/ID Cards
Restricted Area Access All persons requiring unescorted access to Restricted Areas of Port of Stockton facilities must possess a TWIC. Persons who do not possess a TWIC may only enter Port of Stockton Restricted Areas with a Port of Stockton approved TWIC escort. Typically, access to Restricted Areas must occur via the Port Police staffed gates.
Who may have a Port Access Card Port of Stockton Employees, tenant employees, long term contractors, those requiring regular access into the facility (including part time, casual, or temporary personnel). Must possess a valid TWIC to be issued a Port Access Card. Must be approved by the Facility Security Officer or designee. Access Card may allow entry to Restricted Areas via specific automated gates.
Port of Stockton Access Card Policy All Access Control/ID cards are to be used for entry into the Port of Stockton via automated gates for business purposes only. exceptions to this must be cleared through the Port Police prior to entry. Any Vehicles entering the Port of Stockton via automated gates may only have occupants who each possess an Access Control/ID card. Otherwise, entry to the Port must be at a staffed gate to allow for ID and/or TWIC checks of others in the vehicle. Only TWIC holders are allowed unescorted access to restricted areas. All others must have a valid form of ID and be escorted by a TWIC holder trained in the escort regulations. All Access Control/ID cards are to be returned to the Port Police immediately at the conclusion of the applicant s employment.
Port of Stockton Access Card Policy (cont) Both the Employer and the Applicant agree to abide by all of the Port of Stockton rules and regulations, and the applicable Department of Homeland Security/U.S. Coast Guard regulations (33CFR 105.255 Maritime Security Facilities). As a reminder, individuals granted unescorted access should carry the TWIC card on their person when they are in the restricted area. Upon request, the TWIC card must be available for inspection within ten minutes. Only one vehicle at a time is allowed through an automated gate. Those entering or exiting an automated gate must stop after entry/exit until they confirm the gate has closed behind them. Following a vehicle through the gate (piggy backing), or allowing a vehicle to follow through a gate, without using an Access Card is prohibited and grounds for removal from the Port and/or revocation of the Access Card. The Port of Stockton retains the right to revoke the Access Control/ID card at any time should there be a violation of this agreement.
