MRES FERC Background Transmission facilities are owned by Western Minnesota Municipal Power Agency (WMMPA) FERC Declaratory Order (EL08-22, 12/08) combines financial statements for ATRR Attachment O effective 6/1/11 Incentive filing (EL11-45, 6/11) CapX; Fargo P2 & P3, and Brookings CWIP, Abandon Plant, Hypothetical cap structure 205 filing (ER12-351, 11/11) FERC Approved ER12-351, and EL 11-45 on January 20, 2012 FERC Approved ER17-1515 on July 25, 2017 DA of Property Taxes, RTO ROE incentive adder, effective 7/1/17
Regulatory / FERC Issues, Procedures and Timing cont. ROE Updates (EL14-12) The 2020 True ups were posted using 10.02% base ROE, as well as the 2022 FLTY MRES is following the MISO schedule for providing refunds as needed, based on the implementation date of the RTO adder by each member Please refer to MISO (https://www.misoenergy.org/markets-and- operations/settlements/ts-pricing/) for the status of the ROE refund project 7
