Legislative & Governance Framework Housing Consumers Protection Measures Act 95 of 1998: Section 3 (h) among the objects of Council shall be able to assist the Emerging Home Builders, through training and inspections; to achieve and to maintain satisfactory technical standards of home building. Section 15 (5)(d), Council may establish funds for any other purposes including the training of historically disadvantaged home builders, to enhance housing consumers protection measures covered with the scope of the Act. Housing Consumers Protection Measures Amendment Act 17 of 2007 NHBRC Corporate Strategy Section 1.8 of the 2021/22 Annual Report states: we believe our role is to assure quality homes in the country through training, assessing and regulating homebuilders to conform to approved standards.

  6. Service Offerings ETD offers accredited courses which carry credits towards a NQF Level 3 National Certificate in Building and Civil Construction. The CETA accredited courses are offered to Homebuilders, Military Veterans, Persons Living with Disabilities, Women and Youth, implemented by NHBRC through TVET Colleges. In addition to these Social Transformation and Empowerment Programmes (STEP), training is also offered to both internal and external Technical Professionals, i.e. Home Inspectors, Engineers etc 6

  9. Women Empowerment Programme (WEP) The NHBRC has Partnered with the Gordons Institute of Business Science(GIBS) to create a tailor-made programme. The programme aims to assist and capacitate female entrepreneurs in the built environment with Enterprise Development Training and Mentorship support. The programme has seen over 500 women aimed at boosting leadership and business skills of women entrepreneurs in the construction industry.

SELECTION CRITERIA The delegate must be a woman who owns at least 51% of a construction or construction-related company (preferably in home building) and is actively involved in the running of the business. The business must be registered with the NHBRC if it is in the home building sector. The business must have been in active operation for at least two consecutive years and have an annual revenue of between R300,000 and R15 million The business must have at least 2 full-time employee The delegate must commit to attending all days of business training (both online and in contact) support services commitments. The delegate must be able to develop a comprehensive business plan for her business at the end of the training to graduate. Successful applicants will be required to sign a contract with the NHBRC acknowledging obligation to repay the bursary in full or in part should she leave the programme before completion. Failure to commit will render the application invalid. All successful applicants are required to agree to the terms and conditions for enrolment into the programme.

  11. SUCCESSESS On averages, selected 1,7 businesses when enrolled with one delegate reporting 5 businesses. This is encouraging in that the programme s effects will be transferred to other businesses and sectors and thus, amplifying impact. 20% of the enterprises improved their CIDB grade. There was evidence of rich learning and engagement by delegates with the course content. Delegates were also able to learn from the experiences of others which created a cohesive group while setting the standard for peer learning. 92 women graduated on 6 December 2022 resulting in an 82% throughput rate. 92% of the women reported that their network has increased which is significant for ongoing support and peer learning opportunities into the future.

  12. 2022 GRADUATION I am more organized and target driven in the way I am dealing with the goals that I have set for my business. I am more confident now working in this tough environment. My business has adopted strategies were once we were operating blind. I am now more aware of what is out there in terms of business and my scope and outlook has been expanded.
