  2. Meet your presenter Brandon Jubar Branch Chief of IT Quality Management Office of the Chief Information Officer Office of the Assistant Secretary for Administration and Management United States Department of Labor Approximately 18,000 employees Made up of 27 Federal Agencies Includes 450+ office nationwide IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 2

  3. Todays topic, explained Reframe and Reinforce: Using Lessons from Neuroscience to Improve Leadership Understanding and Support for Accessibility (Perhaps a bit too pretentious.) To make rapid progress, we need everyone on board Analogies and stories help us reframe the issues Neural reuse is the theory that metaphors and similes use the exact same neural circuits as new, more difficult concepts This is the key to creating Section 508 evangelists! IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 3

  4. Change is difficult I ve rarely seen forced program implementation go smoothly when significant change is involved People fight, argue, and then become passive aggressive Achieving organizational change requires: lots of time; and/or lots of resources If you don t have a big budget, then you need a methodical approach to Change Management IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 4

  5. The ADKAR Model Steps in the ADKAR Model of Change Management Awareness of the problem Desire to make the necessary change(s) Knowledge of how to change Ability to execute the change Reinforcement of the change Too many organizations skip steps and wonder what went wrong! IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 5

  6. Common mistakes in Change Management Typical Scenario 1: Conduct Awareness training Skip Desire and impart Knowledge through role-based training Wonder why no improvement Typical Scenario 2: Entire organization required to take Awareness training Begin Reinforcement through strict enforcement Everything grinds to a halt; program looks incompetent IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 6

  7. Overlooked problem with Desire Creating Awareness does NOT guarantee the Desire to change There is a gap between Awareness and Desire imagine a small stream that has worn deep into the rock sheer, smooth sides of the chasm prevent people from crossing We need to build a bridge over that chasm not a rickety bridge with frayed rope and rotting wood a sturdy, stone-arch bridge That analogy is an example of what we need to do! IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 7

  8. Pick-a-path There are two ways to move you from AWARENESS to DESIRE: PATH 1: Lecture, explain, offer statistics, pontificate, etc PATH 2: Link the new concept to one you already understand (Hint: Path 2 is much, much shorter!) IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 8

  9. Analogies and metaphors and similes, oh my! You probably learned this long ago Simile saying something is like something else. Metaphor saying something is something else. Analogy a simile used to explain something or communicate a very specific point. We use these language tools in our everyday communication, even if we don t realize it! These have all been used as teaching tools throughout history. 10. Bridging the chasm Using analogies and stories, I ve built a bridge between awareness of the problem and a true desire to change. People are crossing the bridge and telling others about it! Building a bridge from where people are to where you need them to be takes three things: 1. Attention: must captivate the listener 2. Persuasion: must convince people to cross 3. Transformation: must create a lasting impact IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 10

  11. Fun with baking! Major Problem: People think of accessibility as something to add at the end like the icing on the cake! Lecturing didn t work, so I ran with the baking theme To capture attention, persuade, and transform, I started telling the story of baking blueberry muffins: When I forgot the blueberries, we just sprinkled them on later. When I forgot the baking powder, sprinkling it on later was NASTY! Accessibility isn t the icing on the cake, or the blueberries in the muffins. Accessibility is like the baking powder! IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 11

  12. Bridging the chasm - Remediation Too many people think remediation is synonymous with accessibility. To change that belief, I linked remediation to another concept Remediation = Rework Rework is WASTE Remediation isn t part of the value stream Remediation is part of the failure stream IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 12

  13. Bridging the chasm - Quality First Law of Quality: Quality means conformance to requirements. Accessibility is a requirement, so inaccessible work is poor quality. No one s PD or job description includes poor quality work. When you need remediation, it means you ve failed to produce a quality work product and someone else has to fix your mistakes! Reducing waste (remediation/rework) is a cost savings. We can teach you to create quality work products that don t require remediation, and it s a cost saving too! IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 13

  14. Remember persuasion and transformation! Neural reuse lets us connect new concepts to familiar ones, so people can more quickly gain new insights and understanding. The tricky part is choosing similes, metaphors, analogies and stories that will persuade and transform the listener! Story of Jessica: shares a personal story about difficulty accessing a restaurant using a wheelchair and links that understanding to difficulty accessing information and communication technology. Find something they understand and link it to something they don t! IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 14

  15. A critical first step! This alone doesn t improve accessibility it simply bridges the gap between Awareness and Desire Leverage neural reuse by using analogies and stories Make sure your story captivates persuades transforms This entire presentation was designed to bridge the gap between Awareness of neural reuse and the Desire to try it yourself! IAAF 2021 / General Services Administration / Department of Health and Human Services / Department of Labor / Merit Service Protection Board / Sponsored by the Federal CIO Council 15
