National Meeting Logistics Update NOAA s Deputy Under Secretary for Operations (DUSO) has approved our Conference Group Travel Request Our rep from the NOAA Acquisition and Grants Office (AGO) is finalizing our national meeting venue procurement Request For Proposals should be issued soon to hotels in Madison, WI and Des Moines, IA AGO rep knows of two hotels in Madison that are capable and interested in hosting our National Meeting If everything goes well, we should have the hotel contract awarded by April Next WCM-SCH National Meeting check-in briefing with the NWS Executive Council (EC) is Friday, January 31, 2020. 3

National Meeting Overview Financing $500K strict budget ceiling for this national meeting was approved in August (contingent on our final FY20 Appropriation) This dictates where we conduct the national meeting and limits the total number of attendees to ~240 Managers/NBU Only Executive Leadership determined (again) that this national meeting will be for managers/NBU only Dates set as June 22-26, 2020 Doodle poll was coordinated with all Regions, NCEP, the NWC, and key NWSH Offices. These results were taken to Executive Leadership for the final determination on the dates Location Preliminary cost estimates were created for numerous CONUS cities budget ceiling reduced that list down and eliminated Sacramento CA. In depth market research for 6/22-26/20 was conducted for Kansas City MO, Raleigh NC, Louisville KY, Madison WI, and Des Moines IA. Final determination cleared by Executive Leadership: 1) Downtown Madison WI is the primary choice, downtown Des Moines IA is the alternate Hotel procurement is underway with NOAA Acquisition and Grants Office Conference Group Travel Request approval was also submitted 7
Primary Roles and Responsibilities NWS HQ Planning Team Mark Tew, Rich Bandy, Brooke Bingaman, Katie Edwards, Chris Maier, Paige Marten 1) Coordinating with and briefing Executive Leadership (3 so far) 2) Coordination and clearance of NOAA Group Travel Request 3) Working with NOAA AGO and NWS CFO on hotel procurement 4) Information and instructions to all National Meeting participants National Meeting Development Team WCMs and SCHs from all NWS Regions, NCEP rep, National Water Center rep, CWSU rep, select NWSH reps 1) Developing the sessions on the National Meeting agenda 2) Facilitation and execution of the National Meeting sessions and logistics on-site. Includes capturing notes and actions 3) WCM-SCH National Meeting final report and after-action 4) Coordinating with and updating your fellow WCMs and SCHs 5) Authority to speak on behalf of, and cast votes for, your respective Region/Center regarding the National Meeting 8
National Meeting Outcome and Objectives Outcome - Demonstrated consistency and collaboration in local, regional and national IDSS program implementation in accordance with the 2017 Weather Act, IDSS Service Description Document v.1 issuance, and IDSS Policy Directive. Objectives 1. Review and clarify NWS Impact-based Decision Support Services (IDSS) and Core Partner policy, policy nuance interpretation best practices and IDSS implementation methods. 2. Ensure consistency in local IDSS program implementation, including common operating picture, whole office concept design, national toolsets, processes and technology. 3. In accordance with the 2017 Weather Act, increase IDSS implementation through more effective resource management including best practices in leading culture change, employee health, and the balancing of programmatic responsibilities. 4. Provide Executive Leadership direction and gather feedback on the NWS Strategic Vision and the future role of the WCM/SCH. 9
Draft Agenda Overview Draft agenda was significantly revamped in order to maximize interactivity and focus more on operational issues and best practices Based on overwhelming WCM/SCH feedback from the Google form inputs, the WCM Development Course in August, direct feedback from you (this team), and other informal discussions and meetings over the past six months It was determined that most previous agenda sessions where NWSH was directly sharing information will instead be considered for pre-national meeting webinar series This includes the following: Congressional briefing on the WX Act, Social Science program update, Hazards Simplification project update, David Applegate s USGS-NWS partnership briefing. Executive Leadership is supportive of this balancing of NWS HQ imparting important strategic information with the WCMs/SCHs having more ownership on the national meeting content 10
