  1. 2021 ANNUAL ACTIVITY REPORT NATIONAL INTEGRITY AUTHORITY -2022-

  2. GENERAL OBJECTIVES FOR 2021: Increasing the number of controls, of contravention protocols drawn up, the number of finding documents issued by inspectors; Modification of the legislative framework on the basis of the project presented by ANI, in order to improve and streamline the activity of integrity inspectors, by adopting inclusive control and accountability mechanisms of inspectors, with the extension of the control area, as well as creating viable mechanisms for the integrity inspector for verification and identification of the value of the movable / immovable property; Filling the remaining vacancies in ANI; Creating the necessary working conditions for employees, including technical equipment; The positive evolution of the Authority in the public perception and the trust of the civil society in ANI; Broadening the spectrum of activity of ANI by developing an information system and creating the mechanism for preventing conflicts of interest in public procurement;

  3. SUBMISSION OF ANNUAL DECLARATIONS OF ASSETS AND PERSONAL INTERESTS As of 31.12.2021, on the ANI website, on the Declarations Portal, there are a total of 768 267 statements and include:

The INTEGRITY INSPECTORATE examined, verified, controlled and resolved 1341 petitions concerning examined integrity incidents; 4 488 declarations of assets and personal interests; 267 declarations concerning real conflict of interests; 547 requests for integrity certificates; 127 ex officio notifications, of which: 89 notifications submitted by the President of ANI based on public information, including journalistic investigations; 38 notifications submitted by the integrity inspectors, based on the examined petitions. - -

CONTROL OF THE FORM AND CONTENT OF DECLARATIONS OF ASSETS AND PERSONAL INTEREST According to the practice established in ANI in the period of 2019 - 2021, annually, bazed on the Order of the President of the Authority, are examined and verified as form and content the declarations of assets and personal interests of Members of Parliament, judges, prosecutors and other dignitaries. In the period of April - October 2021, based on the order of the President of ANI, the inspectors verified: - about 1288 declarations of assets and personal interests of MPs, judges, prosecutors, Governor, First Deputy Governor, Deputy Governor of the National Bank of Moldova, members of the Supervisory Board and the Executive Committee of the National Bank of Moldova and heads/deputy heads of subdivisions; - about 3,200 declarations of assets and personal interests of other categories of subjects targeted by the notifications received by ANI.

REASONS FOR REFUSAL INDICATED BY INSPECTORS IN THE MINUTES: Lack of reasonable doubt of violation of the legal regime of property, conflicts of interest, incompatibilities, the petition did not meet the legal requirements (form, content, signature, identification data of the petitioner), and the information of investigations from mass media, attached to ex officio notifications, carry an informative character and does not contain any relevant material to the disclosure of any goods not declared by the subject of the declaration, or which exceed the financial capacity of the subject of the declaration and which might outline a reasonable suspicion; There has been an increase in the number of refusals in the last quarter of 2021, following legislative changes in October 2021.

JOB COMPETITIONS FOR INTEGRITY INSPECTOR POSTS 2 employment competitions were held/started: 12.02.2021, by ANI Order no.3, a job competition was launched for the occupation of 5 positions, which ended with the selection of 4 winning integrity inspectors, who were appointed in July 2021; 09.09.2021, by Order no.37, a job competition was launched to fill 4 positions of integrity inspector, which ended in January 2022 with the employment of 4 integrity inspectors; in February 2021, the job competition started on 24.09.2020 for filling two positions was completed, which ended with the appointment of 2 integrity inspectors; In order to execute the Decision of the Chisinau Court of Appeal of 13.10.2021, on 03.11.2021, an integrity inspector was appointed as the winner of the job competition of 19.06.2019.

AUDIT REPORT ON FINANCIAL STATEMENTS January - March 2021, the audit team of the Court of Accounts carried out the external public audit mission, which ended with the issuance of Decision no. 13 / 31.03.2021; CONCLUSION: The financial statements of the National Integrity Authority for the financial year ended 31 December 2020, with the exception of the Reserved Opinion, provide a fair and accurate picture in all material respects, according to the requirements of the accounting and financial reporting norms in the budgetary system of the Republic of Moldova; The audit observations served as a basis for expressing a reserved opinion on the financial statements of the National Integrity Authority concluded on 31.12.2020.

COOPERATION AND EXTENSION OF COOPERATION WITH SIMILAR INSTITUTIONS ABROAD FEBRUARY 11, 2021 - The National Integrity Authority has obtained full membership in the international platform "The Network for Integrity ; The decision was taken by the members of the platform, in a plenary session, after ANI presented the activity report for 2019 and the letter of intent for joining this organization in July 2020; 4 cooperation agreements have been concluded; 2 integrity education programs for students, namely: students from the Faculty of Law, Moldovan State University (USM) and Faculty of Journalism, Free International University in Moldova (ULIM).

  45. COOPERATION WITH CIVIL SOCIETY AND MEDIA - On the International Anticorruption Day, 11 members of civil society and journalists were invited to the ANI headquarters, where in an official ceremony they received diplomas and medals from the President of the Authority. (details in the press release - https://ani.md/ro/node/2092); - ANI participated in the event organized by Ziarul de Garda, entitled "30 years of corruption in the Republic of Moldova". Journalists have created an exhibition at the National Museum of History with the most resounding articles on corruption and integrity.

  46. ANI OBJECTIVES FOR 2022 to implement the newly adopted legislative amendments, in order to improve and strengthen the control mechanism of assets and personal interests; to continue the process of training for integrity inspectors; to strengthen the analytical and prevention activity of ANI and control-data from open sources; to develop specialized internal methodological framework of the integrity inspectors; to identify how to interact and exchange data and information with similar institutions abroad regarding control subjects; to ensure the proper functioning of the SIA "e - Integrity", external audit and development as needed; to ensure the transparency of ANI's activity and the positive evolution in public perception; to ensure the organization of on-line learning and to supplement the material-informative base for the subjects of the declaration.
