NECDA Strategic Report 2021-2022: Summary & Achievements
The Chairperson's report for the NECDA from 2021 to 2022 was delivered by Ruby Motaung on behalf of Monica Stach. Welcome Welcome to the NECDA Board, the Members of the alliance, and our Funding Partners. Thank you for taking time out to attend the National ECD Alliance virtual Annual General Meeting. Unfortunately, Monica has lost her voice and is not able to present her report, but it gives me great pleasure to deliver the report on her behalf.
Our strength 2020 RTO Survey in which: 34 Alliance Members participated, revealed that collectively they employed over 4 000 ECD Trainers and Assessors, were currently training 22 000 ECD Practitioners impacting upon over half a million young children

Strategic plan 2022 - 2024 Virtual strategic planning session 27-29 July 2021. Facilitated by: The Barefoot Facilitator. DGMT provided financial support Mandate was derived from members and included: - Review of the NECDA Constitution - Develop long term strategy - Capacity Building of the Membership - Growing the Secretariat
Strategic plan 2022 - 2024 The process empowered NECDA s board to: - deepen our collective understanding of the respective strengths and interest of individual board members - deepen our collective understanding of the changing landscape and developments in the broader context that will impact our members and our organisational mandate - revisit and review our vision, mission and objectives in our constitution - co-create our strategic focus for the next three years, directing NECDA s operations and the allocation of portfolios to board members
1. Lobbying and Advocacy, partnerships and government liaison Responsible Board Members: Monica Stach, Ruby Motaung, Tseli Scharer, Kelahloko Mashiloane, Riedewhaan Allie, Abigail Crawford Objectives: - - To lobby and advocate for the role of ECD Resource and Training Organisations as a critical partner in a National ECD Human Resource Development Strategy - - To consolidate existing relationships with key government structures, e.g. Department of Basic Education and the Department of Social Development, and initatie new partnerships with e.g. Department of Health is support of the implementation of the National Integrated ECD Policy - - Engage with key national professional councils and structures - - Identify critical stakeholders and organisations with which to potentially pursue collaborative partnerships Proposed Activities ECD Function Shift: Engage with and strengthen a relationship with DBE/NECT with a view to partnering, formulating and contributing to the DBE's ECD HR Strategy. Strengthen existing partnerships and investgiate potential new partners with, for example: - - Collaboration of ECD Networks (CECDN) - - Department of Basic Education - - National Education Trust (NECT) - - Department of Social Development (DSD) - - Intersectoral Forum (ISF) - - UNICEF - - LEGO Foundation - - Ilifa Labantwana - - Real Reform Campaign - - Children s Institute Initiate a relationship with the Department of Health and other civil structures working in the nutrition, health, safety and protection sector e.g. Western Cape DOH/ Side by Side Campaign. Consolidate, strengthen and pursue relationship with professional councils and structures, such as: - - SAQA - - Department of Higher Education - - ETDP SETA - - QCTO - - TVET Colleges - - Tertiary Institutions Performance Measures: Collaborated with CECDN on the compilation of a Paper which was presented at a NECT Dialogue Quarterly records of meetings/ engagements and outcomes Number of partnerships and/or contracts that have been successfully leveraged with critical stakeholders Records of meetings and/or collaborative relationships fostered Minutes of Meetings and feedback from Board Members mandated to represent NECDA on each specific structure
2. Information sharing Responsible Board Members: Riedewhaan Allie, Tseli Scharer, Abigail Crawford Objectives: - Communicate with, and distribute industry related information to NECDA Members through a range of platforms - Communicate with stakeholders that include industry experts, government and civil society Proposed Activities Distribution of a Quarterly Newsletter Update Website and include opinion pieces (Blog), Research and Academic Units, Events Notifcations such as AGM, upcoming webinars, takeholder engagement/consultations etc. Use of social media channels e.g. Facebook, YouTube and Instagram Utitlise Twitter as an access link for board members to share information Use of other media channels e.g. radio and television interviews and newspaper articles Performance Outcomes Four newsletters per annum Two social media posts per week Three interviews per quarter
3. Skills development and capacity building Responsible Board Members: Kaathima Ebrahim, Puleng Motsoeneng, Caroll Warmberg, Rene King, Ruby Motaung Objectives: - To establish a reliable data base on the capacity, size and scope of NECDA members as a means by which to leverage Human Resource Development partnerships with, e.g. DBE, DSD, DoH, ETDP Seta and Donors - To identify critical skills gaps and professional development needs of the NECDA Membership - To enhance the professional capacity of NECDA members - To draw on the collective specialised expertise within NECDA for the benefit of other members - To better position members to leverage partnerships at a provincial and district level Activities Undertake a Membership Skills Audit to determine professional and skills development needs through for example, a Skills Survey, Voting Polls and/or contracting the services of a Consultant/Service Provider Performance Outcomes Establishment of Member Organisational Capacity Profiles Identification of most prevalent professional development needs in the RTO sector Member Attendance Raise the funds necessary to implelement a Capacity Building Project with specific skills development programmes targeting ECD Trainers Increase access to materials and resources: - Partnering with the DoMore Foundation in their delivery of the Purpose for Repurpose Project - Training of Trainers and Distribution of the QCTO ECD Practitioner Qualification (Level 4) Learner Support Materials Host Information Sharing Workshops to improve Member Governance Capacity e.g. ECD Legislative and Policy Requirements Foster increased engagement from our Members for the sharing of best ECD practice, models and approaches through the hosting of Webinars Member Uptake Attendance Dates, Topics Covered, Numbers in Attendance
4. Administrative support and coordination Responsible Board Members: Monica Stach, Caroll Warmberg, Abigail Crawford, Ruby Motaung ( MANCO) Objectives : - To review the Constitution - To review the membership database. Terminate members that are dormant and upaid for two years - To create a shared google drive for all board members to access institutional documents. - To ensure NECDA social media platforms are active - To develop and update policies aligned to NECDA s constitution - To further develop the Membership Management System and provide online information sessions to demonstrate how to use the system. - To expand the number of permanent employs in the Secretariat Activities Board Members to conduct an indepth review of the constitution. Identify the areas of concern and to improve the constitution where it is silent on important matters. Communicate with dormant members on the termination process . Update membership database Create a google drive for board members to access important current and historical information Marketing team to prioritise monthly social media intiatives Update or create the following policies: - Succession Planing - Declaration of Conflict of Interest Policy - Procurement Policy - Tranformation Policy - Financial Management Policy - Board Communication Protocol and Process - Fundraising Policy - Risk Management Policy Fundraising plan and intiative to ensure the sustainable growth of NECDA s Secretriat Performance Outcomes A tracked draft of the constitution presented at the AGM NECDA office NECDA office Monthly reports shared to measure progress Prioritise a list of policies Upload existing ones of google drive Allocate Board Members to work on and present to board members. Membership - - To date we have a 115 membership constituency registered across nine provinces of South Africa In the spirit of good governance the board has had to take a decision to terminate dormant members with outstanding membership fees for a period of two years. We are anticipating reduction of 50 % leaving us with approximately 60 active members. - The NECDA office has commenced the process of termination and are appealing to all members to ensure you are in good standing. - Your fees enable the secretariat to function optimally. - We are excited to share and showcase the NECDA Membership Management System later today. This has been a long term project supported by Redefine Software which finally be of great value to the network and ensure NECDA is playing the digital space.
Capacity building initiatives A. 25 November 2021: NPO Amendment Bill facilitated by Nicole Copley - 36 members attended B. 1 Dec 2021: ETDP SETA Skills Development workshop facilitated by Mr Rex Molefe- - 25 members attended C. 1-11th April 2022: Skills Audit Survey - 10 members responded - Skills management has become an indispensable element of an organisations performance. As the function shift aim to professionalise the ECD sector NECDA s skills development and capacity building portfolio launched an online skills survey. D. 11th May 2022 - The parenting webinar planned for May has been rescheduled to July
Advocacy 1. NECDA members were represented at the NECT - DBE dialogues, working with the Collaboration of ECD Networks (CECDN) and published comments on the DBE s ECD HR Strategy. 2. NECDA members representation and participation in the ECD Real Reform advocacy initiatives. 3. Our relationship with CECDN, has strengthened NECDA s relationships with the national ISF, SA ECD Congress and BRIDGE. 4. NECDA was represented by the chairperson at the KZN ECD Indaba. 5. A learning brief was authored by NECDA providing practical steps on practitioner training in relation to the results from the Thrive by Five study. 5. NECDA supported the ECD Census. 6. The chairperson participated in a collaborative and consultative partnership Think tank with NWU and ETDP SETA on issues related to ECD practitioner Training.
Marketing and information sharing Media and Communications efforts continued through the: Monthly Newsletter Distribution of resources Dissemination of Information Television, radio and newspaper interviews or articles.

Conclusion During the past months NECDA board members have so perfectly illustrated that together we are stronger. I want to share this poem by Monet Echo, written in 2018: A Feather... Or a Wing When alone It drifts silently to the dust When joined It soars through violent wind gusts When alone It is frail, and if pressured, will break When together Not one will you easily take When alone It is considered extremely light When connected They carry an eagle in flight When alone A feather is still a unique and beautiful thing But when united They transform into a stunning, powerful wing My heartfelt gratitude to every NECDA board member for the many hours of work over and beyond attending board meetings. Together we braved the gusts of wind, we collaborated and taken NECDA to new heights. I am so proud of all we have achieved.
