Manitoba's Response to Welcoming Displaced Ukrainians

Manitoba is actively responding to the humanitarian crisis in Ukraine by welcoming displaced Ukrainians to its regional communities. The province is utilizing a whole-of-government approach, including establishing committees and task forces to coordinate efforts with local organizations and businesses. Special measures under the Manitoba Provincial Nominee Program have been implemented to prioritize and support Ukrainian citizens seeking safety and refuge in Manitoba, including waiving application fees and offering refunds to eligible applicants.

Manitoba is Ready to Welcome Displaced Ukrainians As the Russian war in Ukraine continues, we are experiencing the largest humanitarian crisis in Europe since World War II Manitoba s response has been strong, immediate and continues to evolve Manitoba stands strongly with Ukraine With the invaluable support of the Ukrainian community, local employers, settlement service providers and individual Manitobans, our province is committed to doing far more than our proportional part within Canada, to receive and support Ukrainians seeking safety and refuge

Manitobas Response Manitoba is utilizing a whole of government approach to address the crisis in Ukraine and welcome those arriving in Manitoba: A Deputy Minister Steering Committee has been established A whole of Government approach Manitoba s Ukrainian Response Task Force is coordinating a cross departmental effort to help Ukrainians in collaboration with UCC, settlement organizations, businesses and communities Manitoba continues to engage with the federal government to share information and to support Ukrainians

Manitoba Provincial Nominee Program Measures Prioritizing the processing of MPNP applications from Ukrainian citizens Special EOI draws for Ukrainian citizens wanting to submit an Expression of Interest (EOI) and who meet the following criteria: Ukrainian citizenship Minimum language requirement of CLB 4 on a valid language test Applies to Ukrainians inside and outside of Manitoba Established connection to MB (close relative, distant relative, friend, community support, previous employment or studies in Manitoba) Score of at least 60 points according to MPNP assessment criteria Waiver of $500 MPNP application fee for Skilled Worker Stream and $2,500 application fee for Business Stream Refunds are offered to Ukrainian citizens who submitted an application on or after February 22, 2022 Ukrainians coming to Manitoba under the Canada-Ukraine Authorization for Emergency Travel (CUAET) could become eligible to apply to the MPNP with Manitoba employment experience or other connections

IRCC Measures for Ukrainians Canada-Ukraine Authorization for Emergency Travel (CUAET): Launched on March 17, 2022 Prioritizes visitor visa processing and response to inquiries No limit on numbers Eliminates many normal visa requirements - including fees and valid passports - and grants exemptions for unvaccinated and partially vaccinated Ukrainian nationals entering Canada Applies to Ukrainians inside and outside of Manitoba 3-year open work permits will be issued to allow employment anywhere in Canada (for anyone 14+ years old) 14 day processing for standard, non-complex cases, after the biometrics are completed Immigration Medical Exams Exemptions and Restrictions Status Extension for Ukrainians currently in Canada on temporary permits Prioritizes the renewal of visitor, work and study permits Waiver of fees retroactive to February 22, 2022 and until March 31, 2023 for temporary permits

Canada-Ukraine Authorization for Emergency Travel (CUAET) Numbers to date: As of June 15, 2022: 313,587 CUAET applications received and 136,918 approved Between January 1 and June 5, 2022: 42,287 Ukrainians have arrived in Canada through land and air Over 300,000 CUAET temporary visa applications received As persons arriving in Canada through the CUAET will be temporary residents, and not conventional refugees, which creates a lack of tracking information for provinces, territories and communities Manitoba is utilizing all available resources and partnerships to determine the needs of those arriving in the province and to respond with efficient settlement supports

  7. Federal Settlement Supports The Canada-Ukraine Transitional Assistance Initiative (CUTAI) for Ukrainians and their family members who are in Canada under the CUAET program. The benefit will consist of a direct, one-time payment of $3,000 per adult and $1,500 per child (17 years and under) Applies to all CUAET holders Free chartered flights for CUAET holders (over 1,000 persons arrived) Ukraine2Canada Travel Fund up to 10,000 tickets Short-term hotel stay for CUAET holders upon arrival in Canada. Federal settlement services are offered to Ukrainian temporary residents in Canada eligible under CUAET until March 31, 2023.

Manitoba Settlement Supports CUAET holders in Manitoba are receiving the following supports: Manitoba Health coverage on arrival and free medical exams for Ukrainians Temporary income assistance Provision of temporary housing Nearly 2,000 Reception Centre visitors welcomed Childcare subsidies Trauma and mental health supports Manitoba s Ukrainian Refugee Task Force is coordinating a Reception Centre for Ukrainian nationals with the assistance of Manitoba Health, Manitoba Families, and the Ukrainian Canadian Congress - Manitoba Provincial Council: Registration assistance delivered by Emergency Social Services, Manitoba Start, Service Canada Health card registration delivered by Manitoba Health and health assessments and referral provided by Public Health Coordination of longer-term housing by New Journey Housing

Manitobas Support - General Manitoba s government remains committed to supporting Ukrainians and has provided over $800,000 in direct humanitarian aid, including: $600,000 to the Ukrainian Canadian Congress and Canada-Ukraine foundation Humanitarian support by the Province $150,000 to the Manitoba Council for International Cooperation The Province has committed a total of $5 million to support newcomers in their connections to Manitoba, including $2 million to support 13 projects in Budget 2022 to develop community connections that support the integration of newcomers

Manitobas Settlement Service Providers Manitoba Start Connecting newcomers arriving in Winnipeg to services through Needs and Assets Assessment and Referral Services (NAARS) Manitoba Association of Newcomer Serving Organizations (MANSO) Manitoba Start MANSO New Journey Housing Providing a continuum of supports and settlement services in regions across the province, including: North West Regional Immigrant Services Inc. Portage Learning and Literacy Centre Inc. Regional Connections Immigrants Services Steinbach Chamber of Commerce Westman Immigrant Services New Journeys Housing Meeting with families to plan long-term options Managing an inventory of housing offers and arranging matched

Settlement Needs of Ukrainians Arriving in Manitoba The primary needs of Ukrainians arriving in Manitoba, as identified by the Reception Centre, communities and settlement service providers, includes: Long term housing Employment Language training Childcare Credential recognition and licencing Medical care and counselling Supports needed by most Ukrainians Communities seeking to welcome Ukrainians arriving in Manitoba will need to prepare for housing, transportation, health, employment and settlement supports to ensure adequate resources are assessable and available Manitoba has established regional community partnerships designed to welcome newcomers

Working Together with Manitoba's Regions Manitoba is actively developing new regional partnerships as part of our Strategic Initiative pathways, as well as in response to the crisis in Ukraine Regional communities find success when working with economic development offices, settlement services and employers Newcomer settlement and integration services are essential, as are housing, social supports, and welcoming communities Guiding Principles: Community-driven and responsive to local economic development needs Focussed on retention and economic independence of newcomers Complementary to other federal and provincial immigration initiatives Outcomes-driven with a strong results framework Part of the solution, not the only solution

Employer Options to Hire Ukrainians Travailleurs qualifi s au Manitoba The Canada-Ukraine Authorization for Emergency Travel (CUAET) is the most direct option for Ukrainians to apply for an open work permit to work anywhere in Canada (SWM) Manitoba employers may hire a CUAET holder without applying for a Labour Market Impact Assessment (LMIA) Manitoba Start is working with employers, Economic Development Winnipeg, and the government s Ukrainian Refugee Task Force, to build an inventory of job offers Employers may also register available jobs for Ukrainians using Job Bank s Jobs for Ukraine webpage: www.jobbank.gc.ca/findajob/resources/jobsforukraine
