Strategic Plan Approach The Leq'a:mel the Strategic Plan 2017-2020 process started with reviewing and analyzing the following documents to draw out all goals, objectives, and activities from: Leq :mel Sw tset Qw :l (Community Plan) (2013), Leq :mel Our Land Our People (2014) Comprehensive Community Plan, and Leq a:mel Strategic Plan 2014-2019, where leadership defined goals and objectives from citizens will. 1. 2. 3. On Sep 21-22, 2016 Leq :mel Team in Administration met to complete the Plan with recommended programs and tasks that could realize the objectives, realistic measures of success, responsibility centers, and deadlines, and On Mar 8, 2017 Financial Planning was conducted to leverage existing funds to improve efficiencies and outcomes for the benefit of citizens. This process of getting direction from citizens every 3-5 years is part of Leq :mel s new Governance and HR Policies to guide future planning and reporting. This is your plan!

Strategic Plan LEQ' :MEL VISION: With knowledge gained from our past history, Leq' :mel First Nation will strive to work in unity to create a healthy, safe, self sustaining community where we will continue in our efforts to create a better future for our current and future generations. LEQ' :MEL MISSION: As the government of the Leq a:mel we are committed to working together to implement the strategic vision of the people by allocating resources, engaging members, and setting annual goals. We will make policy and decisions consistent with the strategic plan and Leq a:mel culture and values. We will be transparent and accountable for our actions. - Copies of this PPT, and a detailed resource copy of the plan is available for citizens at every community meeting by the General Manager or acting General Manager.

Strategic Plan Implementation Looking forward the collaborative implementation of the plan will include: Leadership: Remaining focused on the strategic direction (vision, goals and objectives), monitoring, and holding operations accountable to agreed upon measures, timelines, and budgets through monthly, quarterly and annual reporting. Operations: Remaining focused on undertaking the tasks and activities that realize the objectives and goals, and reporting upon agreed upon measures of success, by the agreed upon dates, and budget. Vision Goal Objective Tasks and Activities Budget Measures of Success Resp. Centre Target Date This process is supported in Leq'a:mel Governance Policies and in the updated draft HR policies.

Importance of Feedback Systems Citizens feedback will be collected regularly by the General Manager, or acting General Manager, for regular analysis and review (quarterly and annually) and used to inform plan implementation, plan refinements, reporting refinements, and policy amendments that continuously develop good governance and organizational capacity.

Strategic Plan Reporting In the collaborative reporting of the plan to citizens The role of leadership in reporting on the plan is to: Remain focused on the strategic direction (vision, goals and objectives), and report measures of success, timelines, and budget through quarterly and annual reporting. The role of operations in reporting on the plan is to: Remain focused on undertaking the tasks to meet the agreed upon measures, by the agreed upon dates, and report monthly, quarterly and annually on progress (based upon agreed upon measures). Governance Goals 1: Strengthen Good Governance to realize Improved Community Benefits from Economic Development Strengthen control and ownership of traditional lands Enhance LFN taxation for the benefit of members Leadership Capacity Development Success to date: Completed Governance Policies (with Family Advisory) Completed Assertion of Title Updated HR Policies

  11. Administration Vision: The LFN Administrative Team works collaboratively to meet members needs, maintain and improve quality of life, for the benefit of current and future generations. Goal: Enhance Administrative Effectiveness Objective: Improved Administrative Leadership Senior Management (ie. General Manager) Leq a:mel Chief & Council have retained a firm that will assist with interim management, the company will assess our organization and report back to Chief & Council. As part of the report will identify the gaps and areas of concern. Finally there will be assistance to recruit the ideal candidate that will be a fit for the Leq a:mel Administration. Success to date: Job descriptions reviewed and amended for all staff, compensation grid in place for management s reference with regards to pay scales, Employee Handbook updated to ensure alignment with governance policies. Employee leaves reviewed and amended. (Flex day eliminated 2017 on) Management have a performance evaluation process that will begin with the upcoming fiscal. All helpful in moving to a more transparent and accountable organization, as the Leq a:mel members would like to see.

  12. Administration Development of work plan to align with the Strategic Plan, measurable and goals now a resource tool for staff to monitor progress. Financial workshop to go over how administrative/lands team can contribute to seeking financial supports to meet the objectives of the annual work plan. End result is the funding work plan, that identify which department will take the lead. Working with First Nation Financial Management Board to bring forward to Chief & Council policies that will adhere to the certification requirements, as we are a borrowing community through the First Nation Finance Authority. We currently have a Financial Administration Law and with that comes requirements such as an HR Policy, Finance Policy and a Finance & Audit Committee. These will be presented to Leq a:mel Chief & Council for review and adoption very soon. Management beginning to work with staff to go over their budgets, as in the past it was more top down, but involving the staff, creates a more inclusive process that provides the opportunity for feedback, buy in and prior knowledge to prepare for the upcoming fiscal. (April-March). Many staff dedicate personal time to the successful delivery of community events (ongoing)

Health Goal: Support Members Health and Wellbeing Objective: Complete Health Centre Plan 2017/2018 Success to date: Health Centre infrastructure Complete- March 25/2017 Grand Opening Begin Meetings with pertinent partners and collaborators St :l Nation Health Services Manager- discuss Flow through agreement in terms First Nation Health Authority Team includes Regional Manager, and Funding Arrangements Staff- Discuss- Direct Funding Agreements and Terms Next Steps: contracts ex: Nurse Practitioner/Physician on site. Meet with Neighboring communities (Sts ailes, Seabird, Scowlitz, Municipality)-collaborate in regards to Health Services offered in our communities ex: supporting Seabird Island Child Health and Maternity Programming Meet with Fraser Health Authority- Discuss potential partnerships and service

Health Vision: LFN members to enjoy high-quality of life in all 4 aspects (mental, emotional, physical, spiritual) through services that support traditional and modern modes of care Success to date: Clinics: Hearing, Mammogram, Orthodontics, Immunization/Flu, Diabetes, HIV/Aids Testing, Acupuncture, Thai Chi, Yoga, Cross Fit, Community Health Nurse (Tuesdays), Foot Care, Next: Eye Clinic Workshops: Canada Pension, Apprenticeship, Food Safe, Customer Service, Weaving, Traditional Medicines/teas, Canning and Preserving, Men s Group, Health Fair, Science Fair, Career Fair, Water is life, Bow Making, Hunting/Tracking, Cooking Classes, Afterschool club, Youth Group, Women's Self Defense, Baby time Drop in, Community Garden, Archery, Rifle Shooting, Lacrosse Gatherings/Events: Halloween, Christmas, Education Awards, LFN Day, Role of the Matriarch, Role of the Warrior, Down River Tours, Family Nights, Nicomen Slough (With Stacy), Cultus Day, Science World

Lands Goal: Protect our Environment and Conserve our Natural Resources (on reserve and within traditional territory) Objective: Strengthen LFN Lands and Resource Management & Benefits Complete Environmental Management Plan and Laws and Policies (including enforcement) 1. Phase 1 through community engagement, background research, staff interviews, C&C, Family Advisory, Community Engagement Sessions and surveys distributed out to the community 10 top environmental priorities were determined; Environmental Management Plan scheduled to complete by April 31st 2017 Phase 2 In workshops with Chief and Council and family advisory goals and objectives were determined in order to work towards addressing the priorities determined by the community. An EMP open house engaging community was held and laws were determined by the community to further speak to addressing priorities Phase 3 Draft EMP will be presented to Family advisory for recommendations to approve work to date to be put forth to Chief and Council Laws and Policies (including enforcement) Grant submitted March 15th 2017 to undergo the lengthy and intensive law making process to develop the laws determined by the community in the EMP open house

  16. Lands 2. Zoning Law and Developmental Procedures Completed April 2016 Through extensive community engagement processes and land code guided processes both the zoning law and developmental procedures were developed and Adopted in 2016. Grant submitted March 15 2017 will be to develop further laws to support enforcement and implementation of both these tools through a Subdivision and Servicing Law 3. Conserving our Natural Resources - on going The Nicomen Slough Project works towards conserving our natural resources by understanding how we can better protect and restore salmon spawning grounds before they disappear entirely. Once an understanding is determined a larger restoration will unfold. While the experts and LFN continue to understand the work that such a restoration entails smaller restoration and enhancement projects are taking place that have benefited LFN and its members in short term and long term employment, gaining of capacity, and better environmental management of activities occur within Leq' :mel reserves and through Leq' :mel traditional territory. Grant submitted March 17th 2017 to continue second year of planning and smaller enhancement and restoration projects that further benefit LFN and their members and engage stakeholders

  17. Referrals Strategy Project & TLU/TEK Study 4. Complete the Traditional Use and Occupancy Study Completion of 19 Elders interviews and plan to complete 5 to 6 more in the next week, held elders workshop at Leq' :mel to gather and share knowledge on LFN traditional territory, contracted out professional services completed 6 transcripts (11-15 by March 31st to be completed) and helped build capacity through the short term referrals assistant position (she has 6 transcripts completed to date); LFN place name tour to take place March 24th; Began inputting data into the St :l Connect web portal to help make more educated responses to referrals in our territory (more data to be inputted in future). Referrals response protocol to discuss March 31st to assist in LFN s response process in upcoming years. BCCI Grant submitted December 6th 2016 to continue with collecting traditional and ecological knowledge to help better inform referral responses and better manage natural resources within both Leq' :mel First Nation reserve lands and traditional territory.
