CoC Program NOFO Overview
 
This Notice of Funding Opportunity (NOFO) provides $3.1 B in funding for CoC Program
Eligible projects.  This is a 10.85% increase over last year.
Fair Market Rent increases are 11% over the previous year, which will take some of this
additional funding for current projects that rely on FMR.
The CoC is required to review and rank all projects; Tier 1 is 93% of renewal amounts
(ARD); Tier 2 is everything else.
It is so important every CoC in the State apply for their bonus.  We need to increase
capacity.
As a CoC participant, understand your role when it comes to System Performance and
always aim to improve it. SPM measures are 38% of this year’s CoC Score. 
All new
projects must be evaluated and ranked based on whether they will improve SPM
measures.

CATEGORY 4 DEFINITION UPDATE
 
Under the CoC Program and other HUD programs, HUD is now required to consider
the following criteria for qualifying as “homeless,” noted below in 
RED
, for any
individual or family who:
 
Is 
experiencing trauma or a lack of safety related to, or 
fleeing or attempting to flee,
domestic violence, dating violence, sexual assault, stalking or other dangerous,
traumatic
, or life-threatening conditions 
related to the violence against the
individual or a family member in the individual’s or family’s current housing
situation, including where the health and safety of children are jeopardized;
Has no other safe residence; and
Lacks the resources to obtain other safe permanent housing.
 
NEW GRANT TERM LIMITS
 
* 1-year grants can request up to 18 months in the first year to “ramp up”.
 
** HUD cannot guarantee funding after 1 year.  Multi- year requests will be contingent
on funding availability.
 
REALLOCATION or COC BONUS – Eligible Activities

Expansion Projects
 
Through Reallocation, CoC Bonus or DV Bonus expansion of existing
projects to

Project Quality Threshold
 
New Permanent Housing Projects must meet 4 of 5 factors:
 
Number and Configuration of Units will Meet the Need of Participants
Supportive Services offered will ensure retention or exit to Permanent Housing
Program Participants will be Assisted in Obtaining Mainstream Benefits to meet
their needs. (including Medicare, Medicaid, SSI, Food Stamps, local Workforce
office, early childhood education).
Program Participants Assisted to Obtain and Remain in Permanent Housing that
meets their needs (ie: Transportation, Safety Planning, Case Management, Legal
Services, etc. is provided).
Average cost per household is reasonable.  Costs per housing and services provided
are consistent with the population the project plans to serve.
 
New Project Quality Threshold
 
Joint TH-RRH Projects must receive 6 out of 8 points:
 
Number and Configuration of Units will Meet the Need of Participants
The Budget Shows 2x Amount for RRH than TH (2 Points)
Supportive Services offered will ensure retention or exit to Permanent Housing
Program Participants will be Assisted in Obtaining Mainstream Benefits to meet their
needs. (including Medicare, Medicaid, SSI, Food Stamps, local Workforce office, early
childhood education).
Program Participants Assisted to Obtain and Remain in Permanent Housing that meets
their needs (ie: Transportation, Safety Planning, Case Management, Legal Services, etc.
is provided).
The project adheres to a housing first model.

HMIS and furthers CoC’s implementation
HMIS collects all universal data elements
The ability of HMIS to de-duplicate client records
HMIS produces all HUD required reports and provides reporting needed for HUD
and other federal partners.

CoCs are required to score projects based on how they will improve
System Performance
 
Renewal and new projects applications will be scored by HUD based on a
100-point scale.
