The all hands meeting in February 2018 at NASA Goddard Space Flight Center's Procurement Operations Division highlighted various challenges faced in CY17, such as transition to a new contract writing system, budget constraints on training, and loss of key expertise due to retirements. Despite these challenges, positive feedback was received from NASA HQ and industry, with recognitions given to employees for their exceptional service and leadership.

CY17 (and current) Challenges 3 Transition to new contract writing system, PPS, with impact on productivity Significant resources spent to prepare for major reviews/transitions: HQ Procurement Management Review (PMR), SBA Surveillance Review, ISO Audit, Self-Assessment, Financial Statements Audit, Transition of P-Card function to NSSC Support to Agency initiatives, e.g., Communities of Practice, Knowledge Management, policy development, other BSA actions, drawing resources away from Center requirements BSA implementation decisions, e.g., contract consolidations, creating uncertainties and leading to greater Agency involvement in acquisition strategies High volume of work, continuing to lead the Agency in number of actions processed Large number of Source Evaluation Boards (SEB s), with significant impact to resources High demands from requirements personnel for flexible contracting mechanisms, faster turnaround times Reduced budgets for training, resulting in fewer training opportunities Retirements/loss of key expertise

Highlights: Our People 4 Feedback from NASA HQ, Center Management, requirements organizations, and industry continues to be positive HQ PMR results very positive overall, with fewer findings than previous review Rigorous SBA Surveillance Review produced positive results; no follow-up review required Kudos from Center management & directorates for Code 210 s responsiveness and flexibility in meeting Center needs flight projects, sciences, institutional Code 210 employees recognized by NASA HQ for expertise and overall quality of service in all areas: operations, policy, systems, industry assistance Procurement continues to be represented on numerous Center and Agency-level committees and activities Code 210 continues to have a seat at the table at Code 100 staff meetings, Executive Retreats, etc. Industry recognition/appreciation for open communications, informative debriefings Thank you for your professionalism and dedication to quality!

Highlights: Our People 8 Training/Education/Career Development Thirteen (13) FAC-C certifications issued: 1 at Level I; 5 at Level II; 8 at Level III 6 employees completed their Bachelor s degree/Master s Degree 10 employees are currently enrolled in classes through Center education programs such as AIMS (Undergrad and Graduate studies) 40 employees participated in Leadership training (LDEM A, LDEM B, LDEM-C, NASA First, Critical Thinking, Leading thru Influence, Getting Results without Authority, Leadership & Management Skills for Non-Managers, MVP-200 and Road to Mission Success) 6 employees participated in Center-level diversity discussions groups and training: 1 Manager in Power and Privilege Race series, 1 Manager in the Power and Privilege Disability Series, 2 Managers in the Power and Privilege Generation Series and 2 employees in Diversity Dialogue Project Career Progression 16 Contracting Officer warrants were issued (combination of new and upgraded warrants)

Highlights: Workplace Climate Initiatives 10 Second Climate Advisory Team (CAT II) continued to make progress Key focus areas include: Training, Mentoring, Onboarding Formal mentoring program for Code 210, alternative forms of training, and guidelines for employees who are new to GSFC or transfer between offices are being developed Code 210 Shadowing Program 11 shadowing requests submitted by 9 employees in 2017, for events such as PEB meeting, Source Selection Briefings, MSR s, policy telecons, Pre-PSM s Developed and published Code 210 Guidelines for Inclusive Meetings in June 2017 Employee Suggestion Box continuing to collect beneficial ideas Received an additional 18 inputs over the past year Meet the Management Team series conducted with Procurement Officer Launched the New Hire Working Group in November

  12. Highlights: Our Processes 12 125 Templates/Exhibits have been developed, posted and continue to be maintained on Code 210 Website to date. Most recent additions include a D&F for T&M type contract for commercial items (D&F template added as a result of Employee Suggestion) and significant updates to the GSA RFQ Order Competitive and GSA RFQ Single BPA Competitive templates. Templates are routinely updated to incorporate regulatory and process changes, as well as improvements suggested by Code 210 personnel. GSFC forms 210-92, Price Negotiation Memorandum; and 210-94, Price Negotiation Memorandum (Stand-Alone) were recently updated to incorporate revised FAR terminology. The form revisions were done as a result of a Code 210 suggestion. A Change Log was added to each template to allow better tracking. Clause Finder continues to be updated and improved with new features. Updated GSFC Circulars for Interagency Acquisitions, New Technology and Patent Rights Reporting, R&A Matrix, and UCAs-PO and Center Director Approval Successfully supported 3 QAAR/NQA/ISO audits for Code 200 Risk Management, Sounding Rockets, NSROCIII, WESC, ATLAS, GEDI, LCRD, HST, and MOSES

  21. Other Major Accomplishments 21 Exceeded Small Business Goal of 22.8% - actual achievement for FY17 was 25.1%. Closed out 1,425 contractual vehicles division-wide (988 for GSFC, 437 for HQ) Completed approximately 560 CPARS evaluations for 2017, with only 22% overdue as of 12/31/17. Major initiative to improve PEB/FDO process resulting in significant reduction of lead times to complete FDO letters Developed and delivered PR package training to HQ CORs, with similar training under consideration for GSFC

Programmatic Achievements/Launches 22 Significant procurement workload across entire Division to support launches: TDRS-M successfully launched on August 18, 2017 to provide critical communications between NASA Space Network and Earth-orbiting satellites JPSS-1 successfully launched on November 18, 2017: First spacecraft in a new series of NOAA/NASA advanced Low Earth Orbit (polar) weather satellites, will vastly improve weather forecasting TSIS-1 successfully launched on December 15, 2017: Total Spectral solar Irradiance Sensor-1 instrument sent to the International Space Station to better understand the sun and its relationship to Earth s environment and climate. Global-scale Observations of the Limb and Disk (GOLD) launched 1/28/18, to measure the temperature and composition of the upper limits of Earth s atmosphere GOES-S scheduled to launch March 1, 2018. Second spacecraft in a new series of NOAA/NASA advanced geostationary weather satellites, will vastly improve weather forecasting

CY 18 Code 210 Division Priorities 23 Continue climate improvement initiatives Finalize CAT II recommendations and implement actions to improve mentoring, training, and on-boarding for all Division employees Establish a new Climate Advisory Team (CAT III) to continue open communication of ideas and feedback from all levels of the organization Maintain emphasis on Shadowing Program and New Employee Working Group, and renew our focus on Employee Suggestion Box Continue aggressive pursuit of hiring when necessary in order to maintain staffing and skill levels Work with HQ, other Centers to influence and maintain awareness of Mission Support Future Architecture Program (MAP) initiative for Procurement, in support of new agency operating model
