Spring Grant Award.
Flexibility to Add Events.
Have just one funding priority, eliminate consortium
events.
Pay Consortium Members to teach.
Unfortunately, it’s too late to have a spring award
for FY18.
Decision: TEACH will move towards revising the
grant award as follows:
FY18 – July 1, 2017 – August 30, 2018
FYI9 – September 1, 2018 – August 30, 2019
For FY19 TEACH plans to have applications due
March 2018.
Spring Grant Award
Adding events would require budget amendments and
potential year-round application review. TEACH does not
have the capacity to accommodate allowing events to
be added after the grant award.
Decision: Not at this time.
Flexibility to Add Events
Only 1 Funding Priority (eliminate
consortium events)
There are separate funding categories to encourage
districts to function as a consortium as outline by Wis.
Statutes.
Decision: TEACH will revise definition for a Funding 1 Event:
Funding 1: Events organized by a consortium that involve
teachers from more than one district of the consortium.
Requirement of no teachers outside of the consortium will be
removed.
Funding 2: This includes statewide or regional technology
conferences.
Examples: SLATE, Google events, regional summits, WEMTA, content
specific conferences with technology strands, Future Ready
programming events, blended learning training, STEM training events,
coding and computer science events, online and blended learning
facilitation training, Gaming in the Classrooms, Information Technology
and Literacy Integration Planning, Makerspaces/Fab Labs.
Note: DOA will make decisions on percentage of qualifying funding for
conferences and event types not listed. Example: Social Studies
Conference.
Funding 2 Events
Districts who are privileged to have “in-home”
talent are encouraged to utilize that talent. Utilizing
this talent does not necessarily require TEACH
funds.
Decision: TEACH funds are not intended to
supplement teacher salaries. Therefore, the DOA
position remains that teachers within a consortium
are 
ineligible
 for compensation.

Easier Application Process.
 
TEACH FY18 Grants Timeline
Decision: TEACH will develop a timeline that includes
due dates for applications, reimbursements, etc. for
all TEACH grants.
Parameters for the TEACH Infrastructure grant have
not been finalized. Infrastructure grants will be added
to the timeline later.
 
Easier Application Process
The current application process includes requests for information necessary
to meet the requirements of state statutes, accounting guidelines and
favorable audits.
Decision:
TEACH Teacher Training Grants application will remain the same.
TEACH will schedule a listening session and develop a PowerPoint to explain the
TEACH Teacher Training application.
Copies of PowerPoint will be available on the TEACH website for those who can’t
attend the listening session.
As noted earlier the grant period will be revised to move toward a Spring Award
beginning in FY19.

Members of Consortium Don’t Understand Grant

Administrative Fee for Fiscal Agents, especially of
those with 10 or more districts.
Only portions of funds approved, which led to
districts having to use general funds for training.
Decision: In FY18 TEACH will extend the contract year. It
will be July 1, 2017 through August 30, 2018. This will allow
districts and consortiums to plan for and get approval for
events held during the summer.
In FY19 the fiscal year will be from September 1, 2018
through August 30, 2019, which includes the summer.

allows districts to enter information electronically.

Wis. State Statutes has allocated $1.5M for 
“costs of
training teachers to use educational technology.” 
TEACH is
currently awarding all of its funds for training events.
Decision: There are no funds available for administrative
fees.
Administrative Fee for Fiscal Agents
In FY17 partial funding occurred because Funding 2 events
were prorated. Budgets were provided to each consortium
fiscal agent outlining the amount of eligible TEACH funding
awarded, including unfunded events and event proration.
Decision: Include explanation of prorating and grant award
process in listening session and on PowerPoint. Copies of
PowerPoint will be available on the TEACH website for
those who can’t attend the listening session.

A technical assistance call-in will be scheduled to explain
the TEACH Teacher Training grant application materials and
process with detail. The PowerPoint from this event will be
made available on the teach.wi.gov website.
