FAA Research Committee Contributions & Strategic Directions
The Research Engineering & Development Advisory Committee (REDAC) continues to play a vital role in enhancing the FAA's research program. Ongoing efforts include improving the National Aviation Research Plan and external reviews of the FAA's R&D program. The focus is on aligning research goals with strategic priorities and promoting collaboration within the industry. Diverse engagement approaches and the exchange of findings and recommendations further enhance the research landscape.

REDAC Subcommittee Update Research Director 2016 Summer Session
Research Engineering & Development Advisory Committee (REDAC) Committee/Subcommittees continue to make a valuable contribution to FAA s research program Findings and recommendations are well-reasoned and provoke meaningful internal program review FAA welcomes continued assistance and advice to increase success in research and development. A Common Theme What is FAA s Research and Development Strategy? Is there a strategic context for the agency s R&D investments? Can we show alignment with mission/operational outcomes? SAS search for the full loaf of bread to better understand rationale for individual BLIs 3
Improving the National Aviation Research Plan (NARP) To better express FAA s R&D strategic context Effort underway with Research Executive Board (REB) aimed at revised NARP for 2018 cycle Balancing the need for higher level strategic program description and NARP content requirements specified in statute Strengthening alignment with DOT/FAA strategic priorities through a reduced set of well defined research goals Engaging REDAC by providing status and obtaining input (i.e. framework, approach, tools/template) Making NARP central to FAA/REDAC dialog 4
External Reviews of FAA R&D Program On-going reviews from GAO and DOT IG One IG and two GAO examinations underway Several information exchange meetings and document transmittals since February GAO visit to the Technical Center July 27-28 GAO questionnaire for selected subcommittees (Chairs/DFOs) Focus on governance and cross-agency/industry collaboration 5
Observations & Reflections Diversity of engagement approach across the subcommittees Encouraging increased dialog between DFOs and subcommittee chairs to share best practices Consider: pre-meeting coordination plenary between subcommittee leadership REDAC Findings and Recommendations/FAA Responses Exchange of draft F&R s prior to full committee session Commonality/clarity of language in actions sought and planned Continued improvement and timelines Consider: FAA presenter engagement during pre-F&R drafting discussion Consider: Providing opportunity to discuss Responses 6
Observations & Reflections Independent REDAC program review is central to FAA R&D program governance Ongoing efforts to improve the FAA/REDAC engagement protocol are timely, appropriate and will strengthen program governance Chinita to provide subcommittees refresher brief 7
