EPAs ASBO Small Business Engagement Serves the public and small business community by fielding inquires, providing referrals and assistance resources, coaching/problem-solving support, and investigating complaints when appropriate The ASBO strives to meet the 3 pillars of the ombudsman role, which is to serve as independent, impartial and confidential resource in advocating for a fair process at EPA ASBO s inquiry database and small business contact information is confidential (unless legally defined otherwise) to protect the complainant/inquirer
EPAs OSDBU: Small Business Procurement Responsible for oversight and execution of EPA s small business contracting programs, including acquisition planning, training, outreach, and monitoring of agency goal achievements. Small Business Outreach Tools Include: SBA's Dynamic Small Business Search (DSBS) and SAM.GOV Federal Business Opportunities (FedBizOpps) EPA's Small Business Vendor Profile Database
EPAs Office of Policy: Advocacy Chair and SBAR Panels SBAR Panels led by EPA's Small Business Advocacy Chair (SBAC), along with Small Business Administration's (SBA) Office of Advocacy, and Office of Management and Budget's (OMB) Office of Information and Regulatory Affairs (OIRA). Small Entity Representatives (SERs) provide advice and recommendations to the Panel. For each upcoming Small Business Advocacy Review (SBAR) Panel, EPA posts a Request for SERs on their website, and in the Federal Register, in addition to working closely with SBA to locate small entities to participate on the rulemaking panel
EPA Program Offices: Rule Development Rule writers in each program office engage with small business through a variety of methods when developing a rulemaking: Coordinates with EPA s National Center for Environmental Economics, which serves as 1) Consultants to the Agency, 2) Linking Science and Policy, and 3) Connecting with Outside Experts on Priority Analytic Needs Hosts small business listening session events with the help of Federal Register announcements, ASBO/SBEAPs communication and invitations, trade associations member outreach Rely on communication and involvement of small business contacts made through previous and similar rulemakings
EPAs Office of Enforcement and Compliance Assurance To maintain contact with businesses that must comply with EPA regulations, OECA manages various databases which can be search by location, industry, company, registration number etc. OECA databases that can query facilities: Enforcement and Compliance History Online (ECHO) EPA s Central Data Exchange System (CDX) Envirofacts Multisystem Search NEPAassist Tool EPA Certified Wood Heater Database
