All pupils are entitled to support for learning Many pupils need help with learning The need for support may be temporary or last longer Pupils are entitled to receive sufficient support for learning and school attendance as soon as the need arises The school will provide the amount and type of support required by the pupil The practices concerning arranging for support are explained in the local curriculum 2

Support prevents issues from becoming more difficult The support provided to the pupil must be flexible and planned sustainably Support will be provided for as long as necessary and in the required form Guardians, teachers and other professionals at school work together in detecting and assessing the need for support as well as the planning and implementation of support The purpose of the support is to prevent any issues from becoming more severe It is important that each pupil has experiences of achievement and acting as part of a group 3

Different learners need different kinds of support Each pupil has their strengths and challenges when it comes to learning Different learners need different kinds of support The need for support is assessed individually The three levels of support for learning and school attendance are general support, intensified support and special support A pupil may only be provided with support on one level at a time Special support Intensified support General support 5

General support All pupils are entitled to general support General support usually means individual or short-term support measures In general support, a teacher helps the pupil with various learning challenges by creating individual pedagogical solutions, for example General support may also include various counselling measures General support will be provided without separate examinations or decisions as soon as the need for support arises 6

  7. Intensified support If general support is insufficient, the pupil will receive intensified support In intensified support, the pupil receives more continuous, intense and individual support for school attendance Starting and arranging intensified support is based on a pedagogical assessment drafted by the teacher together with a pupil welfare professional In intensified support, the pupil will receive an individual education plan detailing the forms of support 7

Special support When a pupil needs more comprehensive support, they are provided with special support Pupils that require special support will receive a special support decision based on a pedagogical statement An IEP, Individual Education Plan, will be drafted for the pupil and used as a basis for providing support In special support, the pupil may study in a small group, for example, or according to an individualised syllabus Special needs teaching and other support provided to the pupil will form a harmonious entity 8

The need for support will be assessed continuously The need for support of each pupil will always be assessed together with the guardians and the pupil themself The amount of support may be decreased or increased as needed The objective is to ensure that as many pupils as possible are able to study with general or intensified support Further information on support for learning and school attendance is provided in local curricula or at oph.fi (in Finnish) 9
