This synergy optimizes efforts, maximizes outcomes, and ensures sustainable livelihoods by leveraging common objectives, targeted areas, and beneficiary classes. MGNREGS serves as a significant entry point for convergence, enabling decentralized planning and untied funds for integrated development projects. The alignment of outcomes and non-negotiable aspects in both programs further enhances their effectiveness in combating poverty and restoring ecological balance.

  1. Convergence of IWMP and MGNREGS JPCs meeting on 07-08-2013 at PWD Rest House, Tvm. K.Shoukathali

  2. Need of Convergence Substantial public investments are being made for strengthening of the rural economy and the livelihood base for the poor, especially the marginalized sections like SC/ST and Women. To maximize outcome of these investments and effectively address the issue of poverty alleviation, need to optimize efforts through inter- sectoral approaches.

  3. Synergy between MGNREGA/IWMP The commonality of targeted area. The similarity class of beneficiaries. The implementing agencies at the grass root level, more or less same. Both program aims at participatory processes. Works/Areas where water shed programs are implementing are under MGNREG areas. IWMP objectives also the objectives of IWMP. All activities required for WS development are permitted under MGNREGS.

  4. MGNREGS-Entry Point for Convergence. MGNREGS is a significant entry point for convergence with other programs since MGNREGS planning is decentralized, funds transferred are untied, works can be planned, structured and executed as per local specific requirements. The main aim of the IWMP are to restore the ecological balance by harnessing, conserving and developing degraded natural resources such as soil, vegetative cover and water.( The same aim- MGNREGA Act, Schedule 1 admissible item of works 1-5)

Outcome similarity In addition to provide hundred days guaranteed employment for manual unskilled laborers in MGNREGS, the other outcomes are as if IWMP outcomes such as prevention of soil run-off, regeneration of natural vegetation, rain water harvesting, recharging of the ground water table etc.. This enables multi cropping and diverse agro based activities which help to provide sustainable livelihoods to the poor who reside in the area.

  6. Non negotiable in MGNREGA Job seekers with Job cards. Demand driven. Minimum wages. Muster recording. Payment path-banks -time bound(14 days) No contractor, no machinery. Works allotting within the area(5 km radius) Annual work plan (60:40) Labor-Material. Labor budget.

  7. Non negotiable in IWMP Scientific DPR-GIS platform and Geo reference. Target oriented-take out from long term plan. Base line survey with socio economic analyses in water shed area-net planning. Livelihood support system and production system-mandatory. Dedicated institutions-PIA,WCDC,SLNA Professionals and experts WDT- SM,TE,AE,MIS. SHG s, UGs and WCs-WDF (Exit protocol by community)

  8. Modalities for convergence 1.Management Follow the central guidelines of MGNREGS and IWMP for the management. Activities to identify at the planning stage. Labor budget and Annual work plan with that of DPR and Annual Action Plan. MGNREGS grama sapha and watershed gramasapha- Prioritize the NRM activities. Seasonal planning and allocating works-dovetail with IWMP activities. Ensure the participation of WDT experts in gramasaphas to explain DPR interventions.

  9. Management continue.. Obtain gramasapha approval. Obtain PRIs approval. Vetting and converging the plan with District Planning Committees. Preparing estimates and obtaining AS and Ts for the works separately as per SoR specified in the working instructions for each schemes. Knowledge sharing to beneficiaries and PRI members.

  10. Management continue.. Seasonal phasing of activities proposed. Exit MGNREGS works first and start the convergence works with IWMP activities. Keep records and files separately. Signing the activities differently and IWMP works will be signed with Geo-reference. Enter work details, outcomes separately in the respective MIS. IWMP works will be entrusted with User Groups.

  11. 2.Resource Pooling Activate human resources both from WDT and MGNREG field level functionaries. Activate MGNREG grama sapha and water shed grama sapha resources for monitoring, evaluation and social audit for the works. Engage User Groups for future maintenance and uphold of the assets. Bring SHG resources for proper coordination.

  12. 3.Financial Resources Financial outlay demarcate to IWMP and MGNREG schemes. Calculate total outlay for the convergence projects. Bring out the total financial out come. Exhibit the financial resources in the notice board of prominent places.

  13. 4.Technical support Technical support gain from technical persons assigned to both schemes. DPR to refer for more scientific applications. Plot interventions by analyzing soil type, soil classification may be adopted with the help of DPR for IWMP. Technical training to give for technical hands dealing MGNREGS and IWMP.

  14. 5.Training Plan conceptual and technical sessions for MGNREGS and IWMP staff in a single platform. Exposure to best practices. Training to PRI members and other stakeholders. JPCs and PDs sit together for planning training and developing modules. SIRD will be assigned with the responsibility for developing module, reading material in vernacular language. SIRD will prepare a technical manual. Training fund can be pooled from IWMP and MGNREGS.

  15. Way forward JPCs will call for a combined meeting of BDOs, Technical staff from MGNREGS and IWMP blocks and deploy them in the ensuing grama saphas. A consensus meeting may be conducted with PRI chair persons about the convergent plan of action. JPCs and PDs will come out with a training plan. State government will issue a convergence guideline.
