IPAWS-OPEN IPAWS Integrated Public Alert and Warning System Program within FEMA National Continuity Programs portfolio 2006 - Established under Presidential EO 13407, later codified as 6 USC 321o Open Platform for Emergency Networks 4 Dissemination Channels Emergency Alert System (TV/radio) Wireless Emergency Alerts (wireless devices) NOAA Weather Radio (it s back!) Internet-based systems (signs, apps, etc) Online 29 AUG 2010 Moved to AWS GovCloud 13 APR 2021 2

IPAWS We re in the cloud 24/7 Customer Support NOAA Weather Radio is connected National Defense Authorization Act of 2020 Certify alerting software, certify alerting authorities NextGen TV Advanced Emergency Alerting Audio, video, maps, documents, wake-up, recall Video Integrated Display Symbology E-Tracks (multiple audio tracks/languages) 120 TV stations are transmitting NextGen TV signals, reaching 50% of US homes 3

4. IPAWS-OPEN IPAWS ~27 companies selling CAP- based alerting tools 1,626 public safety agencies using/sending CAP 254,000 CAP alerts posted since 13 APR 2021 98% of these are weather-related 2.4% of these triggered WEA 1.3% of these triggered EAS 4

5. IPAWS-OPEN Challenges IPAWS CAP is interoperable, but systems are not Interfaces, ports, and protocols antiquated Many centers of the universe, knots in the bowtie Who/what should we connect to? We can send a CAP message anywhere But then what do we do with it? But what happens on a really bad day? Have we trained emergency management to rely on fancy tech? 5

Many centers of the universe, knots in the bowtie Exchange critical info, responsibility to share vs need to know We can send a CAP message anywhere IoT, etc But what happens on a really bad day? Demonstrate and reinforce resilience 6
