Background Leicester City Council Changing Futures Programme Engaging with people facing multiple disadvantage including: Women with multiple disadvantage, particularly sex workers People experiencing homelessness People who have had contact with Criminal Justice System in previous 12 months Those with Dual Diagnosis (co-occurring mental illness and substance misuse) or Proposed Dual Diagnosis Complex Mental Health Cases
