PROGRAM AREA UPDATES & GUIDANCE - Continued What are Teacher Incentive Allotment (TIA) Designations: As part of House Bill 3, the Teacher Incentive Allotment established three levels of teacher designation: Recognized, Exemplary, and Master. Designations are distinctions awarded to highly effective teachers. Designations can be earned through a district s local designation system. Once awarded, a district-issued designation is valid for five years. TEA may designate classroom teachers with an active National Board certification as Recognized. National Board Certified Teacher (NBCT) designations expire the summer following expiration of the National Board Certificate. Designated teachers will generate allotment funds for their employing district based on their campus of employment. Campus allotments vary based on the rural status and level of socioeconomic need.
PROGRAM AREA UPDATES & GUIDANCE Continued 2 TIA Eligibility: Class Roster Winter submission data is used to annually determine teacher eligibility for Teacher Incentive Allotment designations and funding. Administrative code defines TIA eligibility as employed under a ROLE ID = 087 for a creditable year of service. Once a teacher earns a designation, the designation stays with them if they move districts. If they are reported in the next year s PEIMS Fall submission and meet eligibility criteria, they will generate an allotment for their new district. The TIA program team will review the PEIMS Fall submission and notify districts that have hired a teacher with an existing designation and/or National Board certification. For districts that do not yet employ designated teachers, Class Roster will be business as usual. TIA data elements do not apply.
PROGRAM AREA UPDATES & GUIDANCE Continued 3 Reporting TIA data elements in the Class Roster Winter submission: Teacher Incentive Allotment Designation Code: o Identifies NBCTs and teachers who have an active or pending 2021- 2022 designation o Allows LEAs to report teachers who are not teachers of record for TIA purposes Creditable Year of Service: o Employed and compensated by a Texas school system in a teacher role (087 role ID) for at least 90 days at 100% of the day or 180 days at 50 99% of the day, or the equivalent of one semester o Only for teachers with a Teacher Incentive Allotment Indicator Code
PROGRAM AREA UPDATES & GUIDANCE Continued 4 Reporting TIA data elements in the Class Roster Winter Submission: TeacherSchoolAssociation OR TeacherSectionAssociation: o TeacherSchoolAssociation can be used to report teachers who have a Teacher Incentive Allotment Designation Code and do NOT have a TeacherSectionAssociation because they work in an atypical teaching role (intervention, inclusion, dyslexia, etc.). o Designated teachers who are centrally assigned or itinerant teachers without a primary campus can be reported using the TeacherSchoolAssociation with a campus code ending in 999 (CDN+999). o If a teacher does not have a TeacherSectionAssociation, and does not have a Teacher Incentive Allotment Designation Code, do not report them in the Class Roster Winter Submission.

FREQUENTLY ASKED QUESTIONS How do LEAs report centrally assigned designated teachers for TIA? Centrally assigned teachers designated for TIA should be reported with a TeacherSchoolAssociation with a campus number ending in 999. In addition, the Staff complex type would be promoted since the staff member has a TeacherSchoolAssociation record, and their role ID is an 087.
FREQUENTLY ASKED QUESTIONS - Continued How do you report a TIA designated staff member that has a Role ID 087 for a course with a Service ID of "SA", "SE", "SR", "SS" or "8 ? Should the TeacherSchoolAssociation and the Staff demographic record be submitted for this staff member, or would they be excluded from reporting? The Teacher School Association record would be promoted because there is a TIA designation code in the Staff record. The Staff demographic record would also be promoted since the staff member has a Teacher School Association record, and their role ID is an 087.
