These obstacles hinder the effectiveness of social development services and require actions like financial training, fundraising diversification, clarifying professional roles, and promoting equal pay across sectors. Social work leaders must confront oppressive systems to support their teams in these demanding environments.

Lack of resources to strengthen the capacity of CW org to respond to the professional needs of social workers Conclusion Lack of associated resources hampers social development services, where social workers are expected to do more with less The dependence on private donors and civil society Recommendations Diversify their fundraising options. Digital platforms: Facebook, Twitter and websites that will allow immediate responses from donors locally and internationally Partnering with CWSA to coordinate marketing strategies.

Ambiguous roles of BOM that compromises professional ethics Conclusion BOM's over-involvement and bureaucratic, top-down approach some SW offered a collegial relationship inclusion of younger members in the BOM the inclusivity of social workers as representatives of the BOM Recommendations BOM needs to be acquainted with the purview of professional portfolios of SWPs and SWMs

The persistent discriminatory salary structure that is contradictory to fairness and equity Conclusion Inadequate remuneration and the constant comparison with DSD salary packages Status differential Recommendations All social workers, whether DSD or CW, should be paid equally for the same portfolio DSD to work in partnership with other government departments Promoting a collegial relationship between DSD and CW social workers

Conclusion Neoliberal economist doctrine and marketization of child welfare services have had a detrimental effect on organizational relationships The study concludes that with restricted budgets and access to resources, social workers are left feeling despondent and helpless Social work managers and practitioners need to challenge structural oppressive systems
