Issues For Vessels Full compliance is impossible Vessels don t have cargo/passenger/destination information 24-hours in advance Less than 20% of OMSA vessels have the full time internet capability required for reporting Enormous cost to operators 50-vessel fleet = $1,850,000 upfront, plus $540,000/year bandwidth Clearing agents = $140/submission = $3,780,000/year. 2000 vessels in OMSA mbrship = total $21,600,000 - $151,200,000/year The NOA preamble calculates the total annual industry compliance cost at $1470 - $2520. 20,000 times higher annual cost than assumed Unclear how reporting will increase MDA 2
