CDBG has a language all its own at times.
 
Have you ever seen a CDBG acronym and
wondered just what in the world does it stand for?
 
CDBG Language: Selected Acronyms
 
Affirmatively Furthering Fair Housing
:  The Housing and
Community Development Act of 1974, as amended, is
the dominant statute for the Community Development
Block Grant (CDBG) program.  It requires each federal
grantee certify to HUD's satisfaction that (1) the
awarded grant will be carried out and administered
according to the Fair Housing Act, and (2) the grantee
will work diligently to affirmatively further fair housing,
and (3) the grantee will maintain records to support the
affirmatively furthering fair housing certification.
 
CDBG Language: Selected Acronyms
 
Certified Assurance
:  The document that all CDBG
local government applicants must sign (See DCA
Form 10).  It contains several “certifications”
required by federal law and should be read and
must be signed by the Chief Elected Official of the
applicant.

Consolidated Plan
:  Developed by local and state
governments with input from citizens and community
groups, the Consolidated Plan serves four functions: 1) it
is a planning document for each state and community,
built upon public participation and input; 2) it is the
application for funds under HUD's formula grant
programs (CDBG, HOME, ESG, and HOPWA); 3) it lays
out local priorities; and 4) it lays out a 3-5 year
strategy the jurisdiction will follow in implementing HUD
programs.

Finding of No Significant Impact (FONSI)
:  Pursuant
to NEPA, a document presenting the findings of an
Environmental Assessment stating that a proposed
project will not result in an action which will
significantly affect the quality of human life.

Method of Distribution
:  This is a description of the
rating and ranking criteria for all CDBG Programs.
Please refer to the section of this manual entitled
Application Review Process. Section 104 of the
Housing and Community Development Act of 1974,
as amended, requires States to have a method of
distribution for allocation of funds to units of
general local government.

:  This provision of the 1976 HUD law that
requires CDBG recipients to make a “good faith
effort” to employ lower income residents of “project
areas” and to direct business opportunities to such
owners for businesses.
