  5. 2015-16 Immigrant Reminder: The immigrant definition was revised to align with that of the federal government: Immigrant children and youth are defined as individuals who: are aged 3 through 21; were not born in any State; and have not been attending one or more schools in any one or more States for more than 3 full academic years. The months need not be consecutive. "State" means the 50 states, the District of Columbia, and the Commonwealth of Puerto Rico. Children born to U.S. citizens abroad (including those born on military bases), the U.S. Virgin Islands, Guam, or any other U.S. territory that is not D.C. or Puerto Rico are considered immigrants. NOTE: For reporting purposes, 12 months constitute a full academic year. 5

  6. 2016-17 Immigrant Update: IMMIGRANT INDICATOR (Field 49) and YEARS IN UNITED STATES SCHOOLS (Field 39) in the Student Lite template will be for local use only in 2016-17. A new program service code, 8282 (Immigrant Children and Youth Status), will be used to identify children and youth who fit the federal definition of immigrant on the previous slide. Students reported with program service code 8282 must also be reported with Country of Origin, Date of Entry into United States, and Program Service Code 5731 (Title III: Language Instruction Immigrant LEP Students) and/or 5742 (Title III Part B, subpart 4: Emergency Immigration Education Program), if applicable (that is, receiving those services). Districts should be prepared to move data by September 2016. 6

  7. 2016-17 Assessment Measure Codes: The following Assessment Measure Codes will not be used in 2016-17: 01040, 06040, and 08040 Regents Comprehensive Exams in English for January, June, and August; 01204 and 06204 Regents Exams in Integrated Algebra for January and June; 01205, 06205, and 08205 Regents Exams in Geometry for January, June, and August; and 06206 Regents Algebra 2/Trigonometry for June. The following Assessment Measure Codes will be new in 2016-17: 01306 and 08306 Regents Common Core Examination in Algebra II for January and August, respectively. A complete list of changes is available in the Code Changes for 2016- 17 document at http://www.p12.nysed.gov/irs/vendors/2016- 17/techInfo.html and the SIRS Manual at http://www.p12.nysed.gov/irs/sirs/home.html. Districts should be prepared to move data by September 2016. 7

  8. 2016-17 LEP/ELL Update: Code descriptions that included the term Limited English Proficient or acronym LEP will be revised to use the term English Language Learner and the acronym ELL. These codes include program service code 0231 LEP Eligible, which will be changed to 0231 ELL Eligible. A complete list of changes is available in the Code Changes for 2016- 17 document at http://www.p12.nysed.gov/irs/vendors/2016- 17/techInfo.html and the SIRS Manual at http://www.p12.nysed.gov/irs/sirs/home.html. Districts should be prepared to move data by September 2016. 8

  9. 2016-17 CDOS Update: CDOS Stand Alone: Beginning in 2015-16, general-education students may be reported with a Career Development and Occupational Studies (CDOS) commencement credential as a stand-alone credential. Previously, only students with disabilities were allowed to do so. CDOS 4+1: Beginning in 2015-16, general-education students and students with disabilities may use CDOS as a Career Pathway. To do so, they must pass one Regents exam or an examination from the list of Department-approved alternatives in each of the following: English, Math, Science, and Social Studies AND meet the requirements of the CDOS commencement credential. These students will be reported with Career Path Code TRAD in 2015- 16 and CDOS in 2016-17. 9

  10. 2016-17 CDOS Update (cont.): CDOS Program Service Code: Beginning in 2016-17, a new program service code, 8271 (Student Working Toward a CDOS Credential),will be added to identify general-education students and students with disabilities who are working toward earning a CDOS. This code will be introduced to track students who earn a CDOS credential and an additional diploma or credential (as they will be reporting the additional diploma or credential as their Credential Type). Students who receive a CDOS credential will end the 8271 program service with new ending program service code 700 (Received a CDOS credential); students who are no longer working toward a CDOS and have not received the credential will end the 8271 program service with new ending program service code 701 (Left program without receiving CDOS). Districts should be prepared to move data by September 2016. 10

  11. 2016-17 Students in Foster Care and Students with a Parent in the Armed Forces: In accordance with the proposed Every Student Succeeds Act (ESSA), data on students in foster care and students with a parent on active duty in the Armed Forces must be identified. New program service code 8292 (Student with a Parent on Active Duty in the Armed Forces) will be introduced to identify students with a parent on active duty in the Armed Forces. The Department is currently determining the best method for identifying students in foster care. Districts should be prepared to move data by September 2016. 11

  12. 2016-17 Seal of Biliteracy: New program service code 8312 (Received Seal of Biliteracy) will be collected to identify students who have received a New York State Seal of Biliteracy (NYSSB), which is an award given by a school or district in recognition of students who have studied and attained proficiency in foreign language courses. This code can only be reported once the student has completed all requirements for a Regents diploma, even if the criteria for receiving the NYSSB were met in a prior year. 12

  13. 2016-17 CBT for NYS 3-8 ELA and Math: In 2016-17, students will have the option to take the NYS 3-8 ELA and math assessments using traditional methods or Computer-Based Testing (CBT). Level 2 will be identifying which method was used based on the data source (the contractor or the Level 1s). 13

  14. Limiting SSC to APPR/Evaluation Reporting Designed for Teacher/Leader Evaluation Purposes. Data comes to NYSED late in the school year for reporting. Not developed as a roster template. Evidence that districts do not report all courses, as it is time- consuming to capture linkage data for all courses. Inability to ascertain a Primary Instructor. Mixes evaluation data and reporting data. APPR requirements may change and disrupt the collection if it is used for additional purposes. 14

Whom to Report in 2016-17 Records for all classroom teachers (district, BOCES, and charter school teachers) responsible for 4-8 math and ELA and high school math Regents courses must be reported in the Staff Student Course Template. Links teachers to the students they teach: start and end dates and linkage durations. Report assessment dates only in 2016-17. Primary use is the calculation of growth scores. 15

  19. 2015-16 Staff Evaluation Rating Reminders: New Evaluation Criteria Codes/Descriptions for 3012-c and 3012-d are available in the SIRS Manual and Code Changes for 2015-16 document. Populate Evaluation Group Code (field 15) with 3012c or 3012d to indicate the type of plan being used. (Level 0, 1, and 2 have a list of LEAs with their corresponding code.) Do not populate BOTH Staff ID and Alt Staff ID fields populate one or the other. Should always contain TEACH ID. Any educator who is impacted by transition scores and ratings because their evaluation is based in part on the grades 3-8 NYS ELA/Math Assessments or State-provided growth scores will have two sets of staff evaluation data an original set of scores and ratings, and a set of transition scores and ratings. Educators who are not affected by the transition should only be submitted with one set of staff evaluation scores and ratings. Districts should be prepared to load Staff Evaluation Rating data by August 2016; the deadline is October 28, 2016. 19

  24. 2015-16 Staff Tenure Reminders: Do not populate BOTH Staff ID and Alt Staff ID fields populate one or the other. Should always contain TEACH ID. One record per tenure area should be extracted for staff who are tenured in multiple subjects. Report tenure records for principals and teachers only (Staff Snapshot fields 8, 105). See codes in the SIRS Manual. Added codes: TST description changed to Technical/Trade Subjects. SMS: School media specialist (including library or educational communications). Local codes may requiring mapping. Districts should be loading Staff Tenure data now. Deadline is August 2016. 24

  25. 2015-16 Staff Attendance Reminders: Staff Attendance reported for Teachers only. Report staff as absent only if they were absent for the full day. Different charges for an entire day may be reported as Other (e.g., 4 hours sick and 3 hours personal). Attendance codes exist for STUDENT and STAFF. Please see Staff Attendance Code Type in the Staff Attendance template and the definition of this field in the SIRS Manual. Please export Staff Attendance Codes, as is done for Student Attendance Codes, to ensure completion of this process. Districts should be prepared to load Staff Attendance data now. Deadline is August 2016. 25

  27. 2016-17 Staff Snapshot Field 76 Email (Work) The official LEA email for all staff loaded into Staff Snapshot will be required. Field 56 Itinerant Teacher LEAs need to be able to populate this field with a Y for teachers who are employed by another LEA but responsible for the instruction of one or more courses in your district. A minimum number of fields will be required for Itinerant teachers (District Code, Location Code, Status/Active Indicator, Itinerant Status, Employment Basis, Staff ID, Birth Date, Staff First and Last Name, Snapshot Date, Position Title, email Fields 1, 2, 8, 14, 40, 41, 50, 56, 60, 65, 66, 76). Districts should be prepared to load all required fields when the data warehouse opens in mid September 2016. 27
